Position Summary:

The Protection Program Manager is responsible for overseeing all of RI’s protection programming in Afghanistan, including gender based violence (GBV) and MPHSS projects. He/she will lead the design of all new protection programs, lead the expansion of RI’s protection portfolio in Afghanistan, oversee implementation, and ensure timely reporting. He/she will be key in driving the growth and expansion of RI’s humanitarian portfolio (including GBV, MPHSS, and child protection) and support protection mainstreaming in all of RI’s projects. This position requires an individual who is accustomed to the pace of emergency response programming, has experience in successfully leading a diverse team, does not require close supervision or direction, is flexible and highly responsive, and excels at building and strengthening relations with donors.

Position Responsibilities and Duties:

Program Management

  • Manage RI’s protection portfolio in Afghanistan (including MPHSS, GBV, and child protection).
  • Kick start activities, which includes: hiring and training team members in PFA and PSS, hiring GBV officers to ensure proper management and training of field-based PSS volunteers, procuring necessary program supplies, developing a spend-down plan and work-plan on the offset, and coordinating with other support departments for timely implementation.
  • Directly manage program budgets, forecast procurements, and human resource needs and work with finance, HR, and operations to prevent gaps in services.
  • Manage his or her teams to complete program goals on time and on budget
  • Capacity building of his or her team members
  • Evaluate activity progress and determine necessary actions to course correct in collaboration with technical leads and M&E.
  • Manage donor requirements for data collection and reporting
  • Develop and establish a work plan for carrying out programme deliverables and required activities
  • Develop and maintain strategic relationships with local partners, donors, and vendors
  • Work constructively with support teams to ensure sound administrative practices with regards to record keeping, compliance with donor regulations, communications, etc.
  • In collaboration with the Grants Unit, organize and lead program kick off meetings, grant review meetings and grant closeout meetings and lead in the development and oversight of the RI Mobilization plan for the first 3 months of program implementation.
  • Work closely with the Grants Unit to ensure compliance with donor requirements at all stages of the Program lifecycle
  • Oversee RI’s community help desk and beneficiary feedback mechanisms, and work to expand accountability mechanisms across all projects.

Program Design and Expansion

  • Represent RI, in coordination with the technical protection leads and counterparts, at relevant stakeholder or coordination meetings, as needed, and maintain a positive, continuous and visible presence for RI
  • Lead needs assessments and manage assessment planning throughout Afghanistan to identify new program opportunities in collaboration with Program Director
  • Stay up to date with all regional and country-specific response plans by the U.N., donors active in the relevant clusters, and other key actors
  • Lead on emergency protection proposals and concept notes, drafting technical sections and budgets, and liaising with humanitarian donors throughout the program development process
  • Develop strong working relationship with RI health counterparts to ensure protection-health integration and collaboration in current and future opportunities.

Program Quality

  • Ensure a high quality of implementation, and documentation of results and impact, including lessons learnt, for GBV, CP, and MPHSS programs. Be accountable for the successful implementation of related grants.
  • Mentor other team members in the field offices including Provincial Program Coordinators (PPCs) on protection mainstreaming and protection principles.
  • Ensure program quality by establishing a system of regular supervision, feedback and improvement for staff delivering clinical care and community services.
  • Identify gaps and make adjustments to programming to ensure RI is meeting targets and being responsive to new protection needs in the area.
  • Provide guidance and expertise in strategic expansion of protection programming particularly how it supports RI core sectors (health, economic opportunity, and education)
  • Represent Rl in GBV, CP, and Protection forums including clusters.
  • Any other duties as assigned by supervisor.

Qualifications & requirements:

This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.

  • Master's degree in relevant discipline: development studies, project management, etc.
  • At least 4 years of experience managing protection projects.
  • Experience with humanitarian donors including OCHA, PRM, ECHO in terms of implementation and proposal preparation.
  • Excellent interpersonal and written communication skills.
  • Excellent planning and project design skills.
  • Ability to communicate effectively with, and build the capacity of, national staff.
  • Ability to work under difficult and often stressful conditions with significant movement restrictions.
