Your contribution:

  • Provide oversight of policy and technical guidance to implementing partners to ensure quality of service provision and alignment of priorities;
  • Lead internal and external program planning and reporting including annual work planning with technical and implementing partners, including capacity building and technical assistance;
  • Provide quality and timely management of project lifecycle for all current donor projects including meeting programmatic and financial deliverables;
  • Develop and steward project deliverables and budgets consistent with both organizational and donor requirements;
  • Meet financial and other reporting requirements as required by USAID and PSI/Washington;
  • Monitor development and implementation of annual work plans, and serve as the catalyst for building capacity of national, provincial, and municipal stakeholders and government;
  • Supervise evidence-based research activities to support program decisions in order to evaluate and measure program effectiveness and to maximize health impact;
  • Assist the Country Representative with other duties as necessary;
  • Provide overall oversight of the project and maintain effective and regular communication with donors, implementing partners, Mali Government entities and the private sector;
  • Serve as the focal point for engaging in policy dialogue with the MOH at central, provincial and municipal levels in conjunction with donors on key issues relevant to service delivery within Mali;
  • Oversee the development of synthesizing and disseminating lessons learned from projects between implementing partners and the private sector;
  • Serve as the main point of contact/representative of the project to USAID;
  • Ensure the effective use and coordination of USAID resources and the compliance of the financial systems and controls with USAID standards;
  • Lead internal and external program planning and reporting, including annual work planning with sub-award partners;
  • Develop and manage a team that includes members of diverse backgrounds, including finance, marketing, monitoring, evaluation, and learning, to successfully co-create and support sustainable models of social marketing and private sector support and engagement in health;
  • Ensure sound financial management, including programmatic budgeting, spending projections, and monitoring of payments in compliance with USAID standards;
  • Ensure high-quality periodic reporting in line with USAID and PSI requirements.

The basics:

  • Master’s Degree (or international equivalent) MSc, MPH, MBA, MHA, MPA or equivalent;
  • At least 10 years related work experience in public health or related field (Equivalent combination of relevant education and experience may be substituted) including 5 years people management experience;
  • Demonstrated experience of successful program management, including management of complex, high-value, multi-activity projects with a significant focus on private sector health and market-based health products;
  • Experience in the Sexual Reproductive Health programs ideally in Francophone West Africa;
  • Demonstrated skills in effectively negotiating with host governments, donors, UN agencies, other USAID projects, local organizations, and partners;
  • Ability to successfully recruit, train, develop and manage staff;
  • Ability to manage agreements and all necessary programmatic and financial reporting requirements, including sub-grants management;
  • Knowledge of USG grant implementation will be preferred;
  • Ability to perform internal control functions to manage day-to-day operations of the projects;
  • Excellent interpersonal and communication skills, both oral and written;
  • Excellent program management skills required;
  • Capacity to effectively deal with and resolve conflict;
  • Fluency in English and French is required;
  • Prior experience working in Mali or in the Sub-Region is a plus;
  • References required;
  • The successful candidate will be required to pass a background check.
