Organizational Setting

The post is located in the WIPO Office in the Russian Federation (WRO) in Moscow, Russian Federation. This Office is responsible for effective delivery of WIPO's products and services including development oriented services to appropriate Member States and other stakeholders. The WRO is part of a network of WIPO External Offices (EOs) that add clear value, efficiency and effectiveness to the delivery of strategic goals of the Organization in a coordinated and complementary way with WIPO Headquarters (HQ).

Purpose Statement

The incumbent is responsible for conceptualizing and directing the implementation of the work program of the WRO located in Moscow, providing technical and policy advice, information and analysis to key stakeholders on the promotion of WIPO's mandate and for improving the quality and timeliness of WIPO services for the protection and enforcement of intellectual property (IP) rights.

Reporting Lines

The incumbent works under the supervision of the Deputy Director General, Regional and National Development Sector.

Duties and Responsibilities

The incumbent will perform the following principal duties:

  • Direct and lead activities undertaken by WRO to strategically enhance WIPO's presence and services in the Russian Federation in the field of industrial property and copyright, utilizing partnerships and synergies to meet WIPO's strategic goals;
  • Analyze needs and trends in the Russian Federation and provide strategic advice and support to the senior management of WIPO on key expectations, challenges and evolutions in IP related fields, taking into account overall political and economic circumstances;
  • Engage and liaise with senior officials of the host government to ensure excellent communications and cooperation between the Russian Federation and WIPO HQ with a view to contributing to the achievement of the strategic goals of WIPO;
  • Represent WIPO and provide substantive expertise and authoritative advice to government officials or the private sector at senior-level international, regional and national meetings; prepare and present papers on behalf of WIPO;
  • Direct the Office's portfolio of work and take overall management responsibility for its human and financial resources, determining priorities and allocating resources for the timely and quality delivery of work products in accordance with the work plans and results-based management framework; ensure that key risks are identified, assessed and managed for the achievement of agreed results;
  • Lead strategic engagement and promote cooperation with key IP stakeholders in the Russian public and private sectors as well as the IP sector of international diplomatic circles; develop and manage consultative networks to raise the visibility of WIPO and improve the provision of services to stakeholders in the Russian Federation in relation to WIPO-administered treaties, for the purpose of overall development and the protection of IP;
  • Interface with officials from other United Nations agencies based in the Russian Federation on matters of administration and common system interest with a view to building synergies;
  • Perform other related duties as required.


Education (Essential)

  • Advanced university degree in international relations, law, economics, management, business administration or other related field. A first-level university degree with two additional years of relevant experience may be accepted in lieu of an advanced university degree.

Experience (Essential)

  • At least 15 years of relevant and progressively responsible experience, including in the fields of management and international relations.

Experience (Desirable)

  • Experience in the field of IP, including the business and administration of national IP institutions or experience of national authorities dealing with international relations.

Language (Essential)

  • Excellent knowledge of Russian and English.

Language (Desirable)

  • Knowledge of French and ability to work in other UN official languages.

Job Related Competencies (Essential)

  • Good knowledge of the subject areas dealt with by the Organization, in particular intellectual property;
  • Ability to effectively manage financial and human resources;
  • Ability to build and enhance internal and external partnerships and promote synergies; ability to promote WIPO's mandate successfully;
  • Excellent communication, negotiation, networking and public presentation skills and ability to represent the Organization and deliver messages effectively to a wide audience;
  • Excellent interpersonal skills and ability to maintain effective partnerships and working relations in a multi-cultural environment with sensitivity and respect for diversity.
