Justification and context

IFDC is recruiting a Chief of Party (COP)/Project Manager (PM) to continue leading the Private Seed Sector Development (PSSD) project (December 2018 - December 2022). PSSD is funded by the Embassy of the Kingdom of the Netherlands (EKN) in Burundi. PSSD aims to ensure sustainable access to seeds and agricultural advisory services for 178.000 farmer households in Burundi. The project is a market systems project that aims to establish a sustainable seed industry in Burundi by incentivizing and supporting Burundian and international seed companies to pilot innovations related to seed production and sales. The project focuses on the development of sales strategies that are tailored to farmer household requirements and supports seed companies to increase production efficiencies though the provision of technical and targeted financial support. PSSD furthermore supports initiatives to improve the business-enabling environment in relation to seed production and sales in Burundi.

Functions and Responsibilities of the Chief of Party

  • Ensure the daily management of the project, including financial management and management of project staff;
  • Prepare annual plans; annual budgets; annual narrative reports; annual financial reports and; other required documentation as per the grant agreement between the EKN and IFDC;
  • Coordinate the recruitment and training of project staff and coordinate/supervise their daily activities;
  • Provide leadership on external communication related to the project;
  • Develop project strategy to inform the partnerships that will be developed;
  • Manage the PSSD grant fund which provides support to seed sector actors;
  • Monitor progress of subcontracted partners i.e. on seed production and marketing; seed business development; research; brand development; seed quality assurance and more;
  • Maintain a productive relationship with and ensure frequent communication to the donor on project progress;
  • Develop progress reports as required by the donor and as required by the Burundian Ministry of Agriculture;
  • Coordinate the implementation of PSSD;
  • Coordinate collaboration between PSSD and the Netherlands Royal Tropical Institute (KIT) and other project partners;
  • Any other activities as assigned by the IFDC Burundi Country Representative or IFDC Regional Director East and Southern Africa or his/her designee;
  • Identify and channel new business opportunities to the IFDC Burundi Country Representative; to the Regional Director; East and Southern Africa and; IFDC Program Development Unit.

Reporting relationships

  • The PSSD Chief of Party reports to the Regional Director, East and Southern Africa or his/her designee on all aspects related to the PSSD Project and new business development in Burundi;
  • For all country issues and coordination with other IFDC programs in Burundi, the COP reports to the IFDC Country Representative in Burundi.

Requirements

  • At least 5 years of experience successfully leading the management of complex, results-based, international rural agricultural development programs (implementation, budget, staffing) funded by the Netherlands Government or other international donors;
  • Experience working in East Africa, preferably Burundi or the Great Lakes;
  • Master’s degree in agriculture or related field;
  • Demonstrated experience in market systems development and adaptive management;
  • Demonstrated experience in seed sector development, including capacity building of seed producers; provision of agricultural advisory services; seed marketing; seed sales and distribution (development of brands); seed policy development among others;
  • Demonstrated ability in effectively collaborating with host governments, regional institutions, donors, UN agencies, other EKN and development partner projects, local organizations, private companies and other partners;
  • Demonstrated ability to successfully manage and develop staff;
  • Ability to effectively manage partner sub-agreements with respect to reporting requirements;
  • Ability to perform internal control functions to manage day-to-day operations of the project;
  • Strong communicator who is able to communicate effectively in writing and orally to small and large audiences (internal and external);
  • Demonstrated leadership capabilities and a team player;
  • Fluency in written and spoken English and French languages is required;
  • The position is based in Bujumbura, Burundi and is open to international and national (Burundi) applicants.
