POSITION SUMMARY

IREX seeks qualified Chief of Party (COP) candidates for an anticipated USAID civic education project in Georgia. The project will focus on developing a more democratic culture in schools, introduce innovative approaches to extracurricular and experiential/project-based learning, establish new forms of partnership including with the private sector, and equip teachers and students to maximally benefit from digital resources. Based in Tbilisi, the COP will oversee all programmatic aspects, ensuring that objectives are met on time and within budget.

This position is contingent on funding.

DUTIES AND RESPONSIBILITIES

  • Provide strategic and technical leadership to the program; deploying innovative and adaptive program implementation that engages a wide range of stakeholders in developing a more democratic culture in schools, introducing innovative approaches to extracurricular and experiential/project-based learning, establishing new forms of partnership, and equipping teachers and students to maximally benefit from digital resources;
  • Serve as the principal liaison with USAID, as well as with key government officials, other donors and implementers, private sector and education partners, and other program stakeholders;
  • Develop and maintain effective partnerships with local, regional, and international organizations;
  • Ensure project activities are implemented on schedule and within budget and build on prior investments in the sector;
  • Supervise, manage, and mentor project staff and work in close coordination with IREX’s home office;
  • Oversee project budgeting, financial management, and compliance;
  • Oversee monitoring, evaluation, and reporting of program activities as well as facilitate learning amongst key stakeholders and improvement and integration across activities;
  • Represent IREX publicly and support its organizational development;
  • Other duties, as assigned.

SKILLS AND EXPERIENCE

  • Master's degree in Education, Social Sciences, Public Administration, or a related field of study;
  • At least 10 years of experience in relevant technical and management roles within the field of education; experience working in civic education in Georgia strongly preferred;
  • At least six (6) years of experience successfully supervising, designing, managing, and implementing complex donor-funded education projects (with strong preference for past USAID-funded project management experience);
  • Ability to establish strong working relationships with senior government officials; education professionals; media, civil society, and private sector leaders; international donors; and other stakeholders;
  • Technical expertise and demonstrated experience in student-led civic and democratic engagement, private sector engagement in education initiatives, curriculum development, after-school and co-curricular programming, and or digital technologies for civic participation preferred;
  • Proven leadership qualities and excellent management skills;
  • Demonstrated ability to track and manage budgets and plan both strategically and creatively to meet project objectives in compliance with USAID rules and regulations;
  • Strong understanding of the Georgian context preferred;
  • Strong representational and organizational skills;
  • Fluency in written and spoken English;
  • Proficiency in Georgian strongly preferred.
