Role Summary:

The Senior Program Officer, Development Finance (SPO-DF) is a key member of the Policy and Advocacy China team and will play a significant role in developing partnerships and platforms in China to maximize the value of development finance in the fight for better health and equitable human development around the world.

Reporting to the Deputy Director Policy and Advocacy, the primary objective of the SPO-DF work are to (i) partner with relevant aid agencies in China in improving the efficiency of aid allocation mechanisms so as to contribute to global development issues; (ii) develop the foundation’s engagement with bilateral and multilateral financing institutions in China to advance common strategic priorities; and (iii) facilitate the foundation’s program teams’ interactions with financing institutions to leverage resource and achieve advocacy impact.

The SPO-IDF is expected to hold a holistic view of the international development finance system, looking for ways to maximize synergies and improve the efficiency of the aid allocation mechanisms utilized by multilateral and bilateral aid agencies. They should have a good understanding of and build strong relationships with multilateral development banks and international financing institutions such as the World Bank, the Asia Development Bank, OECD, AIIB, etc., global financing facilities such as the GAVI Alliance, as well as government aid agencies, leading think tanks and influencers in China.

Key Duties and Responsibilities:

  • Serve as the China office’s in-house specialist on development finance and contribute to developing the overarching Policy Advocacy and Government Relations strategy in China.
  • Deepen the foundation’s knowledge and understanding of development financing instruments in China, particularly in the foundation’s priority sectors such as health and agriculture.
  • Develop and manage partnerships with major bilateral and international financing institutions, think tanks and private sector players in China to develop advocacy plans in selected areas;
  • Write policy briefs and talking points to engage leadership on critical development issues including but not limited to deep dives into China’s interactions with global development financing mechanisms/instruments, structuring and functioning of aid funds/instruments in China and others;
  • Engage with relevant partners including leading think tanks, research institutions and influencers to exchange information and views on topics related to multilateral development finance to achieve advocacy goals;
  • Develop and manage a portfolio of grants designed to effective delivery on development strategy;
  • Work with program and advocacy teams (including the Development Policy and Finance team) to understand their needs and support the conceptualization and structuring of their engagement with multilateral development financing institutions to mobilize and leverage resources.
  • Represent the foundation to key program-related external constituencies, as appropriate, on committees related to area of expertise and responsibilities of the position.

Core Knowledge & Skills:

  • Advanced academic or professional degree in economics, public policy, or a related field with rich experience on global development finance issues, ideally in a mix of technical and advisory/policy roles.
  • Deep understanding of governmental structure in China pertinent to international development research, funding and policy making.
  • Strong knowledge of a variety of development policy & finance topics and hands-on experience on the design and implementation of development projects or programs.
  • Demonstrated critical thinking, strong analytical skills, and capability to conceptualize, structure, negotiate, and manage projects/programs in a matrix team environment to advance advocacy objectives.
  • Exceptional ability to interact effectively with leaders in key government organizations, influential individuals, companies, and institutes.
  • Excellent verbal and written communication skills, able to effectively synthesize information and produce tailored briefings for diverse audiences.
  • Superior judgment and ability to maintain professional, upbeat attitude under tight deadlines.
  • Experience and demonstrated success in leading and working with a range of colleagues, consultants, and leaders in industry, international organizations, government organizations, and academia.
  • Strong public presentation skills, including ability to represent the Foundation at external events.
  • Fluency in both Chinese and English required.

Education and Experience:

  • Senior experience in government agencies or at large multinational corporation with minimum of 7+ years’ of experience in development financing/economic policy advisor role.
