Job Description

The Senior Project Lead, Cybersecurity and Counterproliferation oversees, develops, and manages the technical, financial, and administrative aspects of an assigned portfolio to ensure they are administered and implemented in a manner consistent with CRDF Global and funder objectives. The Senior Project Lead contributes to program operations across a wide range of solution design and implementation issues with a focus on large, complex projects in the areas of Countering Weapons Proliferation and Cybersecurity to ensure high quality and effective, adaptive, and innovative programming across the globe. The Senior Project Lead in close collaboration with the Deputy Program Manager and Project Leads will translate conceptual policy ideas into actionable programs and projects. The ability to communicate effectively and to interact with subject matter experts in the field in academic, non-profit, industry, and government sectors is essential to successful performance. Activities may include: in-person and online trainings, grant-making, conferences, meetings, workshops, or other events. This position is based in CRDF Global’s office in Kyiv, Ukraine.

Major Responsibilities:

  • Provides oversight and direction to a team of Project Leads and support staff to implement programming focused on cybersecurity and countering weapons proliferation;
  • Develops and manages multiple complex or large projects (valued at approximately $2M). Designs and implements projects using best practices for project management that includes project charters, work breakdown structures, statements of work, schedules, deliverables, monitoring and evaluation plans, and project budgets;
  • Ensures compliance of monitoring and evaluation activities with funder requirements and best practices; Develops and maintains monitoring and evaluation SOPs in accordance with best practices and evolving requirements;
  • Recruits, hires, and on-boards staff; makes project assignments; manages staff workloads; establishes performance and development goals with staff; provides effective feedback on performance; and supports staff in professional and career growth;
  • Identifies strategic priorities for program growth; develops concepts or new project ideas as part of proposal development process; develops and contributes to internal and external thought leadership events;
  • Manages stakeholder relations and networking with funders, subject matter experts, and international partners in the governmental, private, research, and academic sectors;
  • Conducts project forecasting and sound financial management. Guides project teams in managing sub-award budgets, including planning, administration and financial reporting of project expenses upon closeout of sub-awards;
  • Represents program or projects at external events;
  • Supports other programs and staff, as required;
  • Travels within Ukraine and internationally as appropriate;
  • Other duties as assigned.

Qualifications/skills and knowledge requirements:

Required:

  • 5+ years of progressively responsible work experience in managing donor-funded programming;
  • Bachelor’s degree in related field;
  • Demonstrated strong project management skills;
  • Professional fluency in English and Ukrainian;
  • Excellent and effective written and oral communication skills, including the ability to interact with a wide range of individuals from varied backgrounds at all levels within their organizations;
  • Strong conceptual skills combined with the ability to break down concepts into manageable, specific sets of objectives in order to plan and successfully implement creative, ambitious new projects;
  • Proficient in Microsoft Office and use of databases;
  • Strong sense of teamwork and interpersonal skills contribute to the culture of the organization;
  • Ability to manage competing priorities and multiple projects at various stages of completion;
  • Exceptional organizational skills/attention to detail; ability to meet deadlines;
  • Strong diplomatic and negotiating skills;
  • Ukraine work authorization.

Preferred:

  • Experience working in donor-funded projects, especially for the U.S. government or multilateral institutions;
  • Experience working with an international non-profit organization;
  • Experience working with partners in Europe, Southeast Asia, and Latin America including universities, government agencies, or private sector institutions;
  • Background, knowledge or familiarity with cybersecurity trends.
