Essential Job Functions

Primary responsibilities include, but are not limited to the following:

  • Provides strategic direction and leadership to ensure all civil society goals and objectives meet Blumont’s and the donor’s standards and objectives;
  • Manages the overall design and development of civil society cash sub award support for quick-impact activities;
  • Develops professional relations with key stakeholders, including with donors, other development organizations involved in similar programs in Jordan, and civil society actors and local governance structures to ensure integrated planning, coordination, and consensus;
  • Manages and leads Civil Society Specialists and possibly other technical staff to ensure efficient and timely implementation of projects, including quick-impact projects;
  • Develops criteria to assess the quality and capabilities of Jordanian CSOs;
  • Utilizes expertise in civilian administration and governance development to guide the program and partners in planning, implementing, and evaluating program activities;
  • Ensures that relevant deliverables including grant applications are submitted on-time and in the highest quality; and
  • Other duties as assigned.

Required Education & Experience

  • Master’s or Bachelor’s degree or the equivalent advanced degree in Political Science, International Affairs, International Development, Policy Analysis, Economics, Public Administration, Business Administration, Statistics/Social Research, or related fields;
  • 5 years’ demonstrated experience supervising complex, fast-paced, politically sensitive field operations;
  • Intricate knowledge and understanding of civil society, governance, politics, economics, and social issues;
  • Substantive knowledge and experience working on conflict and stabilization issues such as civil society, governance, civilian administration, community development, and/or democratization;
  • Experience managing or implementing activities with civil society and local governance components that involved building relationships with local community institutions, grants-making, and training;
  • Demonstrated working knowledge of project development, grant administration and management procedures as well as a mastery of the principles, methods, practices, and operational procedures of a variety of successful private business enterprises, NGOs or development programs;
  • Fluency in both English and Arabic is required.
