Responsibilities

Under the general supervision of the Chief of the Development Research Branch, the Senior Economic Affairs Officer will be responsible for the implementation of the work programme of the Branch, including the following functions.

Research and analysis of economic and development issues

  • Leads in the identification of new or emerging development issues of potential interest to the international community, particularly those of a regional or global nature, by leading policy-oriented research on them, as well as other economic challenges and opportunities for developing countries, and designs and develops programmes to address them.
  • Commissions economic studies and analyses that cannot be undertaken internally, including on issues related to the main tasks of the branch, to be implemented through other UN agencies, academic research networks and development practitioners; initiates and develops links with them to facilitate the above.
  • Conceives, plans and manages expert group meetings, seminars and similar consultations that contribute to the preparation and finalization of the Branch outputs.
  • Plays a leading role in researching and drafting of UN flagship publications, Secretary-General’s reports, other special publications of the Department, and policy briefs.
  • Prepares background notes, talking points and speeches for senior staff and makes presentations on economic issues for specialist or non-specialist audiences.

Intergovernmental support

  • Co-ordinates and oversees research and the preparation of reports for presentation to intergovernmental bodies such as the General Assembly, Economic and Social Council and their subsidiary Committees and other policy-making organs, as appropriate.
  • Manages the Branch’s contribution to the preparation and management of meetings of intergovernmental bodies.
  • Represents the Branch at international, regional and national meetings on development issues.
  • Supervision of junior staff
  • Supervises junior staff members, mentors and guides them in undertaking research and preparing analysis and reports and performing other tasks of the Branch.

Education

Advanced university degree (Master’s degree or equivalent) in economics or a related field is required. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of ten years of progressively responsible experience in economic research and analysis, policy formulation, application of economic principles in development programmes or related area is required.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in English (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage.
