Position Overview and Role:

Palladium seeks a francophone Africa Director to help develop a strategic approach for the portfolio, initiate regional partnerships, develop new business opportunities, and provide leadership for projects in francophone Africa across multiple sectors including health, education, economic growth, capacity development, youth, workforce development, gender and conflict stabilization/transition. Responsibilities require regional knowledge and experience in best practices, donor priorities and initiatives, as well as state-of-the-art innovations in the integration and application of multisectoral policies and approaches to achieve impact. Under the leadership of the francophone Africa Portfolio Lead, the francophone Africa Director will provide substantive and organizational support to lead strategies and grow new business to build a robust portfolio of programs in francophone Africa. In addition, the francophone Africa Director will oversee projects in the region where needed and will assist country teams to develop project strategies, approaches and plans, implement activities, and monitor progress towards outlined project milestone/deliverables/approved workplans.

The Director will also represent Palladium by participating in technical working groups, committees and other bodies that focus on activities, policies and innovations related to health, education, economic growth, capacity development, youth, gender and conflict stabilization/transition in francophone Africa.

Primary Duties and Responsibilities:

  • Play a key role in the development of a regional strategy and business development activities as it relates to health, youth, workforce development, education, gender, capacity development, economic growth and conflict stabilization/transition in francophone Africa.
  • Develop key institutional partnerships to support the regional strategy
  • Identify and lead opportunities for collaborative pursuits with other business units in the Americas and building the pipeline of opportunities, leveraging existing vehicles and securing new ones in the region
  • Serve as capture manager (responsible for technical direction, teaming, staffing, and budgeting for proposals)
  • Lead technical proposals serving as lead writer
  • Build and maintain relationships with key personnel candidates for identified opportunities
  • Provide thought leadership (writing blogs and white papers, conducting speaking engagements, etc.) and work with others to promote and market Palladium within Francophone Africa
  • Provide overall leadership to key project areas including project and regional coordination, technical assistance and overall strategy, field implementation, operations and compliance, risk management, USG, other donor and partner relationships and results dissemination. Areas of technical oversight may include heath systems strengthening, capacity building, private sector engagement, youth, workforce development, gender, education and stability and conflict mitigation
  • Serve as Project Director providing technical, operational, and financial leadership and supervision to home office and field teams to promote successful design and implementation of project activities including quality assurance and risk mitigation.
  • Contribute to quality knowledge management and sharing efforts; provide input and/or review of technical briefs highlighting

  • Perform other related duties and responsibilities as assigned

Required Qualifications:

  • Demonstrated blend of technical expertise and deep experience in multisectoral approaches to development including health,
  • Experience serving as a senior technical lead for USAID programs with multisectoral approaches in areas such as health, education, youth, economic growth, gender and conflict stabilization/transition in francophone Africa
  • Prior experience leading capture and proposal development for USAID opportunities with a successful track record
  • Demonstrated knowledge of trends in relevant areas, donor initiatives and programs in the region
  • Demonstrated ability to communicate clearly and concisely both orally and in writing. This includes public presentations, proposals, client reports, and contribution to publications with varied target audiences
  • Demonstrated ability to build and manage working relationships with clients, partners, and technical experts
  • Willingness to travel and work abroad a minimum of 4-8 weeks per year
  • Prior field experience working/ leading USAID programs in francophone Africa preferred
  • Demonstrated ability to manage, develop, and supervise department staff, multiple project teams, remote staff and other initiatives
  • Ability to solve complex technical, managerial, or operational problems and evaluation options based on relevant information, resources, well-rounded experience, and knowledge
  • Fluency in French required
  • Ability to use the Microsoft Office Suite including Excel, Word, PowerPoint, and the Teams collaborative site.
  • Ability to work both independently and as part of a team
  • Demonstrated leadership, business acumen, versatility, and integrity
  • U.S. citizenship or Green Card work authorization
