EuroMed Rights is looking to recruit an experienced, dynamic professional as Middle East Programme Officer. S/he will be responsible for implementing and developing EuroMed Rights’ Egypt Programme and, when relevant, support other Middle East country programmes.

Duration: 1-year fixed-term contract (with possible extension)
Starting: February/March 2022
Reports to: Middle East Team Coordinator

Essential position functions

  • Monitoring and strategy planning on human rights developments in Egypt with a specific focus on EuroMed Rights thematic priorities, including the situation of human rights defenders;
  • Advocacy and communication: In close coordination with the Outreach department, propose and implement EuroMed Rights advocacy actions towards the EU and Member States, including organising advocacy missions, media events, capacity-building activities, communication work, research and publication of reports; carry out solidarity activities where human rights defenders and their organisations are at risk;
  • Representation and alliance-building: Establish new and maintain existing contacts with other non-governmental organisations on issues pertaining to Egypt, including by organising/participating in regular NGO coordination meetings at Brussels level;
  • Facilitating cooperation and synergies: Organise regular civil society meetings and workshops; ensure contacts between the participants on a regular basis regarding human rights developments and advocacy/communication opportunities; support synergies with other programmes on cross-cutting issues;
  • Grant management and fundraising: Actively engage in fundraising for EuroMed Rights initiatives; ensure proper financial management of budgets, evaluation of activities, and narrative and financial reporting to donors;
  • Gender mainstreaming: Apply EuroMed Rights gender mainstreaming policy to the above activities;
  • Contributing to the Middle East Team: Assists in the development, implementation and evaluation of the strategic goals of the Middle East Team, supporting colleagues of other Middle East country programmes when relevant.

Profile, Skills and Background

  • University degree in law, political/social science, European studies or similar relevant education background;
  • Profound knowledge of political and human rights issues in the Middle East region, particularly in relation to Egypt, from a research or advocacy/communication perspective;
  • Minimum 3 years of proven experience in the protection of human rights and/or civil society work; experience with EU institutions will be considered a strong asset;
  • Experience in grant management will be considered an asset;
  • Strong negotiation skills and proven ability to communicate with/advocate before international, EU and national-level bodies;
  • Ability to work effectively in a multicultural environment;
  • Good communication and interpersonal skills to establish and maintain contacts with EuroMed Rights partners and members, NGOs and official representatives;
  • Self-motivated, well-organised, able to work strategically, independently and efficiently under pressure, in a fast, flexible and relentless manner; keen attention to detail;
  • Languages: Fluency (spoken and written) in English is imperative, knowledge of Arabic is an asset;
  • Computer literacy in Office suite.
