Job Description

The work of the deputy regional director is to assist regional director on his/her day to day activities; provide leadership, direction, quality technical and administrative support to manage the COMAC south staff; for them to be able to assist affected families and build capacity of DoLSAMD across north provinces. He/ She will supervise the achievement of COMAC objectives in a manner consistent with the COMAC implementation plan, BLUMONT and USAID policies and best practices.

Principle duties and responsibilities

  • The primary responsibility of the deputy director is to assist the regional director on his day to day activities that are outlined below or as advised by senior management;
  • Assist the regional director in oversee and management of overall program implementation, as per the implementation plan, throughout the southern provinces;
  • Assist regional director on annual work planning, budgeting and reporting processes and develop clear concepts for amendment of activities when necessary and as advised;
  • Work closely with regional director in efficient supervision of technical and operational personnel; ensure they accomplish their tasks per their contractual obligations;
  • Work closely with regional director on reviewing, documenting, recording and reporting incidents data on regular basis as needed and advised;
  • Maintain strong coordination and relationship with local GIRoA authorities, implementing partners and third-party actors for smooth implementation of the project activities throughout the southern provinces;
  • Assist the team in referral mechanism and service mapping through close coordination with implementing partners and local available resources;
  • Support the livelihood and medical officers in provision of tailored assistance as per the program goals and objectives;
  • Work closely with capacity building officer in delivering capacity building curriculums to provincial DoLSAMD’s, overall contribute and provide input in capacity building for positive and successful results;
  • Attend necessary meetings in southern provinces and Kabul as advised by the supervisor or his/her designee;
  • Ensure beneficiary database is recorded accurately from field activities through the monitoring and evaluation team; provide input and advise when necessary; ensure records are compliant with actual ground implementation;
  • Execute field visits on random basis when advised by supervisor;
  • Ensure effective project implementation to meet goals and objectives, Work Plan, Program Management Plan targets and success indicators;
  • Perform any other tasks that support the overall program as assigned by the supervisor or his/her designee.

Required Skills & Qualifications

  • Bachelor’s Degree in related field is required;
  • Minimum of 5 years of professional work experience in similar team lead positions specifically in complex and dynamic work environments;
  • Excellent experience interacting with senior and low ranked government officials in politically sensitive environments;
  • Prior experience working on USAID-funded projects and knowledge of USAID policies, strategies and regulations;
  • Shall read, write and speak English, Pashto and Dari languages fluently;
  • Excellent interpersonal relationships with national and international staff, in a multicultural environment and multidisciplinary teams.
