Position Summary

The Chief of Party (COP) will provide overall technical and administrative leadership and expertise to the project and serves as the primary liaison with the donor on management and technical matters. S/he will also take a leadership role in coordinating with the donor, other implementing partners, national, department and municipality-level government agencies, closely coordinating with ongoing initiatives that leverage economic growth and investment and enable business environments in Guatemala.

Responsibilities

Primary Responsibilities:

  • Provide technical and operational oversight to ensure responsiveness to activity objectives and assurance that activities are carried out in a timely, effective, efficient way, with appropriate systems for quality control and financial accountability;
  • Actively engage key national and local government institutions, civil society, private sector, and other USAID implementing partners;
  • Oversee field-based teams of international and local consortia partners for coordinated implementation and knowledge sharing across geographic areas;
  • Lead the development of annual work plans, milestone plans, and programmatic budgets;
  • Ensure the timely preparation of required reports and deliverables in accordance with USAID guidelines;
  • Ensure project results, accomplishments, and lessons learned are disseminated appropriately;
  • Ensures compliance with all terms of the project agreement and all relevant USAID and US Government rules and regulations;
  • Actively identify issues and risks related to project implementation in a timely manner, and be prepared to make adaptations to implementation or design as necessary, in close coordination with USAID;
  • Ensures inclusion and do-no-harm principles are incorporated and applies adaptive management practices to ensure responsiveness to the evolving context in Guatemala;
  • Travel as needed to regional offices to ensure smooth and harmonized operations, providing management support as necessary;
  • Represent the project in local, national, and international meetings and events;
  • Respond to requests from donor and supervisors as needed.

Qualifications

Required Skills & Qualifications: 

  • Master’s degree in a relevant field such as Business Administration, Public Policy, Economics, International Relations, Trade and Investment, and/or other relevant field;
  • At least ten (10) years of experience in a senior-level management role and demonstrated management and leadership skills in international development work with increasing responsibility;
  • At least five (5) years of senior leadership experience in USAID programs in Guatemala and/or Central America, Chief of Party experience preferred;
  • Experience leading similar programs that promote economic strategy through diversification, investment attraction, trade capacity, business enabling environment, and/or employment creation in similar development contexts;
  • Demonstrated experience working with the private sector and national, department, and municipal level governments to strengthen economic strategy to foster sustained and equitable economic growth;
  • Experience in capacity building activities in coordination with government and private sector entities;
  • Demonstrated ability to successfully lead and manage challenging and complex projects that engage a variety of public and private sector stakeholders;
  • Exceptional leadership, interpersonal, technical, and analytical skills, including an ability to interact effectively with government counterparts, private sector, and local organizations;
  • Deep knowledge of USAID rules and regulations;
  • Speaking and writing fluency in English and Spanish.
