Overview

The USAID/South Sudan’s HIV/AIDS Orphans and Vulnerable Children (OVC) and Adolescent Girls and Young Women (AGYW) Activity is a five-year, USAID-funded award that is designed to prevent new HIV infections and optimize outcomes for those living with HIV by fostering resilience among high-risk children, youth, and their caregivers in high-burden counties in South Sudan. Interventions will be delivered at three levels to achieve all outcomes: (i) strengthened capacity of most vulnerable households to provide basic needs for their children and other family members; (ii) improved retention in care, treatment adherence, and viral load suppression for children and adolescents living with HIV; (iii) reduced incidence of new HIV infections among adolescent girls and young women; (iv) decreased experiences of sexual, physical, and emotional violence among children, adolescent girls, and young women.

Jhpiego seeks a Chief of Party (COP) to provide vision, strategic leadership and direction to ensure the strategic, programmatic, technical, and financial integrity for this upcoming USAID opportunity in South Sudan. The Chief of Party will have the overall responsibility for the management and reporting of project activities, and for making key decisions and solving problems in short timeframes while ensuring operational and project quality and integrity. The Chief of Party will serve as the project’s main point of contact with USAID on routine and strategic matters, and will also ensure effective organizational management and communication with host country governments and key stakeholders at all levels, including international entities.

Responsibilities

Technical & Program Leadership

• Provide strategic and technical leadership and direction to ensure programmatic and financial integrity of the OVC/AGYW Activity and to achieve rapid and sustained project goals, objectives and targets
• Ensure compliance with the project results and oversight of project activities to ensure they are implemented according to PEPFAR/USAID standards and guidelines
• Develop and maintain strong working relationships and alliances with USAID, Ministry of Health (MOH) and other line ministries, local organizations and actors, other USG implementing partners, private sector partners and other key stakeholders in South Sudan to maximize resources and avoid duplication of effort
• Represent Jhpiego’s interests and present progress, achievements and lessons learned to key stakeholders including USAID, MOH and implementing partners in public and professional circles through meetings, conferences, and presentations
• Develop and maintain routine communication with project team including subcontractors/subgrantees and community volunteers to facilitate routine identification of quality gaps and provide support to improve service delivery to beneficiaries.
• Provide technical leadership and ensure the quality and sustainability of interventions.
• Write and/or review technical components of materials and related publications.
• Lead the overall annual workplan and budget -process, including developing standard operating procedures (SOPs), guidelines and tools to operationalize the ACHIEVE work plan activities
• Establish a culture of data for decision making within the project team, and work with Monitoring and Evaluation (M&E) staff to develop M&E frameworks to effectively track data and results.
• Participate in program planning and review meetings, as well as represent the program (as necessary) in relevant partner and district meetings
• Maintain regular communication with Jhpiego global HIV/Infection Diseases technical and Baltimore-based program staff to drive efficient and compliant program operation
• Ensure compliance with USAID regulations as well as Jhpiego’s internal processes and procedures.

Program Management

• Provide day-to-day technical and programmatic oversight for design, planning and implementation of activities in support of the project’s goals and objectives.
• Work with finance and program staff to develop and track project budgets to ensure resources for project implementation are available and that the project is implemented within budget.
• Serve as a member of Jhpiego’s Senior Management Team in South Sudan, and to contribute to the mentoring, and managing a team of highly qualified staff and aligns their efforts to ensure rapid and sustainable results.
• Oversee technical and programmatic capacity building for project staff and community Volunteers.
• Responsible for development and submission of accurate and timely project reports to USAID, in line with USAID’s reporting requirements
• Ensure that program is technically sound, evidence-based, and responsive to the needs of South Sudan, its people, and donor

Required Qualifications

• Advanced degree (minimum Master’s) in public health, health administration, international health or a related field, or extensive experience in the field that proves the candidate has gained the necessary knowledge, skill, and abilities to be able to perform the functions of the advertised position proficiently.
• A minimum 3-4 years’ managing international health projects, including substantial experience managing large, multi-year international health sector development projects that have implemented successful activities in areas such as HIV, OVC, DREAMS.
• Management, training or clinical background in HIV prevention, preferably with a DREAMS or community-based program
• Demonstrated experience managing consortiums and building capacity of local partners
• Demonstrated experience and knowledge in establishing systems and overseeing project start-up
• Demonstrated experience in leadership roles, promoting strategic planning and careful budget management.
• Excellent diplomacy, interpersonal and professional communication skills; demonstrated
• outstanding leadership, strategic thinking, organizational, team-building, management, and representational skills.
• Decisiveness- makes quick and appropriate decisions as required
• Ability to communicate with stakeholders at all levels
• Integrity- acts according to Jhpiego core values; uses ethical considerations to guide decisions
• Time management- manages conflicting priorities to meet deadlines under strict time constraints
• Knowledge of USG and PEPFAR programs, regulations, compliance, and reporting
• Capacity for analyzing technical and programmatic issues; experience developing solutions, assisting in the design of related operational research, and translating research into practice.
• Ability to work in a complex environment with multiple tasks, short deadlines, and intense pressure to perform.
• Strong writing and oral presentation skills, including fluency in English
• Ability to travel nationally and internationally (up to 50% of time).

Preferred Qualifications

• A minimum 10 years’ managing international health projects, including substantial experience managing large, multi-year international health sector development projects that have implemented successful activities in areas such as HIV, OVC, DREAMS preferred
• Previous experience as Project Director or COP preferred
• Preferred management experience with USG programs
• Working knowledge of local languages preferred
