ESSENTIAL RESPONSIBILITIES

The Chief of Party is responsible for overall project management and direction, including achievement of project objectives, team management and subrecipient oversight. S/he will establish and maintain systems for project operations; ensure that all agreement deadlines are met and targets are achieved; and establish and maintain productive working relationships with project stakeholders. This includes government ministries, departments, agencies, subrecipients, and short-term technical experts. S/he will lead collaborative initiatives to ensure all approaches are complementary to existing efforts and sustainable. Essential responsibilities include:

  • Develop and oversee annual planning, timely implementation of activities, and submission of project deliverables, as well as monitoring and evaluation of project implementation;
  • Oversee project budget and ensure that all financial activity is carried out in accordance with annual budget allocations, Winrock policies, and donor guidelines;
  • With support from project and home office staff, prepare and submit timely and accurate activity, financial, and other reports;
  • Maintain close communication with donor, communicating regularly and providing verbal and written updates of project progress;
  • Hire, supervise, and motivate project staff, provide for mentoring and professional development, and regularly evaluate their performance;
  • Develop relationships with relevant stakeholders, including trafficking survivors, to develop survivor-centered responses to human trafficking and facilitate systemic changes;
  • Provide oversight, capacity strengthening, and monitoring of subrecipients;
  • Represent the project and Winrock to donors, government entities, the media, NGOs, and international and business community;
  • Other duties as assigned.

QUALIFICATIONS AND BACKGROUND

Education:

  • Bachelor’s degree required, Master’s degree preferred in the field of law, social work, management, political science, public policy/administration, or another relevant discipline.

Experience & Skills:

  • At least 7 years of professional experience in international projects, with at least 5 years of demonstrated managerial and/or team leadership experience;
  • Strong technical background in human trafficking, labor or sexual exploitation is essential, preferably in international or regional projects funded by the USG in Asia;
  • In-depth knowledge and understanding of social, economic, political, and cultural context of human trafficking, labor and sexual exploitation issues in Vietnam is strongly preferred;
  • Demonstrated success in motivating and supervising diverse teams of employees;
  • Experience designing and implementing or overseeing monitoring and evaluation systems;
  • Demonstrated financial oversight and operational management experience;
  • Good track record of partnering with individuals and organizations, including senior government officials, international agencies, private sector companies, and NGOs;
  • Demonstrated interpersonal skills, creative problem solving, conflict resolution, and ethical management skills;
  • Fluency in English is required, fluency in Vietnamese desired;
  • Excellent written and oral communication skills;
  • Computer literacy in word processing, spreadsheet, and presentation software (Microsoft).
