Director of Monitoring & Evaluation

ROLE PURPOSE
The Director of Monitoring and Evaluation will guide the design and implementation of all monitoring, evaluation and learning activities across the Blumont portfolio. This role will support MEL field teams to create project performance monitoring plans (PMP), project performance and process monitoring indicators, project evaluations (performance, impact, feasibility assessments, etc.), and conduct project specific data quality assessments and data audits. This position is to be based out of our Arlington, VA head office or remote.
KEY AREAS OF ACCOUNTABILITY
- Provide direction and oversight to all aspects of monitoring, evaluation, and learning across the Blumont portfolio;
- Build effective, collaborative relationships with key stakeholders throughout the organization, including project teams, technical experts, project managers, the communications team, the business development team, procurement, etc.;
- Provide technical support and contribute to staff training and mentoring in areas of evaluation, data collection and analysis, learning agenda development, and other project-level MEL-related deliverables;
- Support project leadership to develop and implement a robust learning agenda for continuous learning, collaboration, and adaptation to inform project decision making and further the program's research and learning agenda;
- Design and supervise all assessments for Blumont projects including those to inform proposals and to establish baseline values for project indicators;
- Guide country MEL leads to design and implement collaboration, learning and adapting (CLA) activities, including learning agendas, on-the-job coaching, pause and reflect sessions, workshops and trainings;
- Refine Blumont’s monitoring system, developing a process to continuously update system design as project portfolio evolves, including growing our ability to use qualitative analysis to provide more context behind our quantitative data;
- Lead internal MEL reviews for all project reports, comparing monitoring and evaluation (if applicable) data sets against reported progress;
- Lead discussions with field MEL leads and project directors to identify project successes and challenges based on data collection and provide recommendations for appropriate project adjustments;
- Oversee the publication and dissemination of information on successful and promising approaches, lessons learned, and other program results to Blumont’s program partners, donors, and other key stakeholders;
- Support Blumont’s efforts to update and improve our community feedback mechanism;
- Work in close collaboration with Blumont’s project managers and travel regularly to the field in support of Blumont’s global project portfolio.
QUALIFICATIONS
- Master's degree in monitoring and evaluation, demography, social science, economics, or relevant discipline is required;
- At least 10 years of experience in designing, managing and implementing results-based MEL activities.
EXPERIENCE and SKILLS
- Exceptional quantitative and qualitative data analysis and presentation competencies, including experience with Stata and Atlas.Ti;
- Experience monitoring and/or evaluating humanitarian assistance and stabilization programs is preferred;
- Demonstrated leadership qualities; depth and breadth of technical and management expertise and experience; and strong interpersonal, writing, and oral presentation skills;
- Experience in design and implementation of MEL systems with the ability to evaluate their effectiveness;
- Solid knowledge and understanding of industry standards and best practices;
- Excellent written and verbal communication skills and relevant computer software skills with proficiency in Excel and other data management systems.
Preferred Skills & Experience
- Extensive experience in a similar role;
- Strong analytical capacity;
- Demonstrated knowledge of NGO culture and MEL strategies;
- Strong personnel management, communication, presentation, and cross-cultural interpersonal skills;
- Experience working with a diverse range of stakeholders, including USAID, host-country government, and other international partners preferred;
- Demonstrated leadership, versatility, and integrity;
- Professional proficiency in English required; knowledge of Spanish or Arabic strongly desirable.
