The Opportunity
Abt Global (Abt) seeks a Monitoring, Evaluation and Learning (MEL) Director for the anticipated USAID-funded Morocco EcoRise Activity. The activity will leverage the private sector for sustainable, inclusive economic growth and strengthen Morocco’s resilience to shocks and long-term stressors, including water scarcity and drought. Interventions will seek to improve the enabling environment for investment and business growth for a sustainable economy, assist early-stage entrepreneurs and small and medium enterprises (SMEs) through access to finance and technical support to create and scale innovative solutions increasing economic resilience, and promote a skilled workforce to support the development and growth of a sustainable and equitable economy.
As the MEL Director, you will provide the vision and roadmap for project-wide MEL. You will coordinate and implement MEL activities in Morocco, advancing collaboration, adaptation, and learning (CLA) while overseeing the documentation and dissemination of project results. Work is expected to begin in June 2025.
As the MEL Director, you will be based in Rabat, Morocco and will report to the Activity’s Chief of Party (COP).
The position is contingent on the opportunity being awarded to Abt.
Core Responsibilities
- Oversee and manage project-wide MEL processes and systems, ensuring comprehensive tracking of impact, outcome, and output indicators across all project activities;
- Coordinate with the Home Office MEL Specialist in the development and revision of the MEL Plan including the development of a learning agenda in collaboration with USAID to drive strategic insights and improve program outcomes;
- Develop and implement standard operating procedures including methods and tools for data collection and quality assurance to monitor the progress of activities and outcomes;
- Conduct regular reviews of data collection and quality, making adjustments as needed to maintain rigorous standards;
- Coordinate MEL activities and ensure consistency and accuracy of the data collected across the consortium and partners, as well as ensuring high-quality MEL products in compliance with Abt and USAID’s requirements and quality standards;
- Collect, analyze, and report program performance data and indicators for submission to USAID, in close coordination with the technical team and the Home Office MEL Specialist;
- Regularly update the Activity team on the workplan progress implementation in terms of timely achievements of objectives, deliverables, and products;
- Lead efforts in collaboration and learning, developing processes for adaptation that enhance project activities and promote continuous improvement;
- Support adaptive decision-making by collaborating with project leadership, USAID, and other stakeholders to assess the success of interventions and strategies;
- Under the supervision of project leadership, assist in the preparation of quarterly and annual workplans, progress reports and other project documents and ensure the timely submission of all M&E reports as specified by the client;
- Lead the development and implementation of evaluations and assessments, including creating evaluation questions, methodology, data collection tools, and data security plan, in coordination with the technical team and subcontractors/consultants;
- Develop presentations and training materials on MEL, program results, and learning sessions;
- Lead the development and distribution of communications and learning products, such as case studies and strategic briefs, based on MEL findings;
- Champion the development, facilitation, and documentation of learning through quarterly pause and reflect sessions;
- Create data visualizations and develop PowerPoint presentations to demonstrate Activity progress, achievements, and impact;
- Ensure that all MEL efforts align with Abt’s equity, diversity, and inclusion goals;
- Implement other duties required by the COP/DCOP.
What We Value
- Master’s degree in Statistics, Environmental Sciences, International Development, Agronomy, Monitoring and Evaluation, Economics, Social Sciences, or another relevant field;
- At least 8 years of professional experience designing and implementing monitoring, and evaluation activities for complex international development programs, with experience in MEL of climate change interventions preferred. This includes knowledge of MEL best practices and standards, and ability to design and implement learning agendas;
- Experience in capacity building and training staff on MEL processes;
- Proficiency with data collection methods and tools (e.g., surveys, focus groups, interviews);
- Experience with statistical analysis packages, qualitative analysis packages, and data visualization tools;
- Experience in an MEL role within a donor-funded (USAID preferred) international development program;
- Experience with use of routine MEL data to feed into a Collaborating, Learning, and Adapting (CLA) approach to assess achievement of targets, routine review of data, identify areas of poor performance, and develop feasible solutions to implement and improve outcomes;
- Experience with electronic data capture (including mobile technologies and solutions) and related data management processes;
- Excellent knowledge of statistical software such as STATA, SAS, R, SPSS, or Epi Info; and desktop software Word, Excel, and PowerPoint;
- Demonstrated leadership, interpersonal, and communication skills, initiative, and good judgment;
- Excellent written and verbal communication skills, with the ability to produce high-quality reports, briefs, and presentations to a variety of stakeholders, including program management staff, donors, and researchers;
- Experience in Morocco required;

- Excellent oral and written communication skills;
- Full professional proficiency in English is required. Proficiency in Arabic, and/or French, Amazigh and other languages spoken in Morocco is preferred.
