Palladium seeks an experienced Chief of Party (COP) for an anticipated five-year USAID-funded HIV/AIDS Flagship project to accelerate the Government of Indonesia’s progress in achieving and sustaining HIV epidemic control by 2030 with a focus on optimizing access, quality, and delivery of services, particularly for key populations.
The Chief of Party (COP) will be ultimately responsible for the efficient and effective oversight of all elements of the USAID/Indonesia HIV/AIDS Flagship Activity. Their primary responsibilities are to provide overall leadership, management, and general technical direction of the program, ensuring an integrated vision among different components and actors, and a focus on achieving the desired results. This individual must identify issues and risks related to implementation in a timely manner and suggest appropriate adjustments. This individual must act as the key liaison with USAID and all other counterparts, implementing partners and stakeholders involved with the program. The position requires significant coordination skills, broad general and technical knowledge, an ability to cope with multiple interests and challenges, experience in developing countries, and skills to ensure coherence and consistency in the face of urgent deadlines. The COP is a full-time position.
Primary Duties and Responsibilities:
- Provide overall strategic, technical, programmatic, financial and management guidance and support across the project, especially for HIV/AIDS program design and implementation.
- Manage and mentor a core staff of technical and administrative professionals and work with the US-based management support team to ensure responsive and efficient project operations.
- Ensure effective use of resources, on-time delivery of project activity reports and partner deliverables, and overall compliance with USAID regulations and Palladium policies and procedures.
- Manage relationship with USAID, ensuring effective communication and client satisfaction.
- Serve as Palladium’s primary liaison with USAID, the Government of Indonesia, and partners including other donors, civil society, the private sector, and other related programs and projects.
- Develop and maintain effective partnerships with partners, particularly government institutions, civil society, and the private sector.
- Communicate and implement an integrated vision among different components and actors;
- Enable identification, sharing, and application of international best practices and lessons learned.
- Analyze and evaluate project operations to identify and resolve issues or problems.
Required Qualifications:
Key Competencies Required:
- An advanced degree in medicine, public health, epidemiology, or a relevant field of study.
- Minimum 10 years of experience in managerial and operational experience, managing large integrated donor projects involving coordination with multiple implementing partners and/or institutions.
- Experience in one or more of the related fields: HIV/AIDS prevention, diagnosis and treatment; health systems strengthening; integrated care; service delivery and quality improvement; health policy, primary healthcare, or related field.
- Demonstrated USAID project experience and understanding of USAID’s development priorities.
- Knowledge of USAID contract management, policies, procedures, regulations and reporting requirements.
- Demonstrated experience leading complex multi-million-dollar donor funded projects, with experience in managing teams of professionals, and with the administrative, procurement, hiring, and recruitment, financial and logistical aspects of project implementation.
- Proven ability to develop and communicate a common vision among diverse partners and the ability to lead multi-disciplinary teams.
- Experience in coordination of and collaboration with stakeholders including government agencies, NGOs, civil society, the private sector, and international donor agencies.
- Excellent oral and written communication skills in English.
- Demonstrated strategic planning, problem solving, analytic, financial, and evaluative skills.
- Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities often within a required timeframe.
Professional Expertise/Competencies Preferred:
- Oral and written communication skills in Bahasa are desirable.
- Experience in a leadership position on USAID-funded projects in Indonesia is desirable.
- Previous experience in partnership building, particularly with the public and private sectors, government representatives, donors, and community organizations in Indonesia.
- Previous experience within the subnational health structure in Indonesia
- Ability to respond and adapt quickly to changing requirements and competing demands.
