The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. This position is based in UNEP's Regional Office for Asia and the Pacific (ROAP) in Bangkok, Thailand. Under the overall supervision of the Regional Director and direct supervision of the Regional Coordinator for Chemicals and Pollution Action, the incumbent will be responsible for the following duties:

Responsibilities

  • Participates in the development, implementation and evaluation of assigned programmes/projects, on air quality management in Asia and the Pacific region including Asia Pacific Clean Air Partnership; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
  • Provide technical support and performs assignments, by planning facilitating workshops, through other interactive sessions and assisting in developing action plans on air quality management.
  • Researches, analyzes and presents information gathered from diverse sources focusing on air quality management in Asia and the Pacific region.
  • Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies on air quality at national and regional level in Asia and the Pacific.
  • Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
  • Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, and inputs to publications.
  • Provides substantive support to consultative and other meetings/conferences, to include proposing agenda topics, identifying participants, preparation of documents and presentations.
  • Undertakes outreach activities; conducts training workshops/seminars, makes presentations on assigned topics/activities.
  • Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries.
  • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements) and prepares related documents/reports (pledging, work programme, programme budget).
  • Collects and analyzes data to identify trends or patterns on air pollution and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
  • Performs other duties as required.

Education

  • Advanced university degree (master’s degree or equivalent) in environmental or physical sciences or a related field is required. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.

Work Experience

  • A minimum of five (5) years of progressively responsible experience in project or programme management or related area is required.
  • Experience in environmental programme and projects design, development and implementation using results framework is desirable.
  • Experience with UN organizations and or other similar international organizations is desirable
  • Experience with intergovernmental and regional cooperation frameworks and initiatives in the Asia and Pacific Region is desirable. 2 years or more of experience in data analytics or related area is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. NOTE: ''Fluency'' equals a rating of ''fluent'' in all four areas (read, write, speak, understand) and ''Knowledge of'' equals a rating of ''confident'' in two of the four areas.
