Monitoring, Evaluation and Learning Officer

The role:
Monitoring, Evaluation and Learning Officer will support the Social Citizenship Education Coordinator in the monitoring, evaluation and reporting on the SPC component of the Pacific Partnership to End Violence against Women and Girls (PPEVWG) project. The role will report directly to Social Citizenship Education (SEC) Coordinator with matrix reporting to the Team Leader, Monitoring, Evaluation, Learning and Knowledge Management (MELKMC).
The key responsibilities of the role include:
Programme and project monitoring and reporting
- Provide direct support to the SCE Project Coordinator in the monitoring and reporting of development results in the PPEVAWG project and reporting requirements for SPC, the project steering committee and development partners;
- In collaboration with the Monitoring, Evaluation, Learning staff, lead data analysis and reporting on progress against outputs, outcomes, and lessons learned;
- Coordinate within the SCE team across the region to ensure information and data is received;
- Attend and support the delivery of HRSD learning events, working collaboratively across all programs and projects, and partners of HRSD.
Data collection, analysis and coordination
- Timely data collection for SCE activities from all SCE officers;
- Identify gaps in MEL data being received and informing Social Citizenship Education Coordinator and MEL TL in a timely manner;
- Provide capacity building and technical support to SCE officers and Ministries of Education when requested;
- Provides advice and support to SCE staff especially in-country SCE Officers in the monitoring against the workplan.
Team learning and reflection
- Assisting SCE Project Coordinator with preparing reflections workshop for the SCE team in the lead up to HRSD’s annual reflection workshop;
- Deliver quarterly workshops with SCE team to provide feedback on data capture at country level and suggest improvements if necessary;
- Ensure lessons learned from the monitoring is shared with SCE team to improve the work delivery.
Collaboration and Strategic Engagement within SPC
- Work closely with HRSD MELKMC unit to support and advice HRSD on activity design and monitoring;
- Participate in SPL MEL work, meetings.
Key selection criteria:
Qualifications
- Degree in a relevant field such as education, development, project management, monitoring and evaluation, human rights, gender or equivalent body of knowledge and experience.
Technical expertise
- At least 5 years of work experience in monitoring and evaluation with a good understanding of international best practices in development effectiveness;
- Experience in undertaking MEL tasks for development programmes particularly in the area of education, gender, human rights and social development;
- Skills in quantitative and qualitative data collection and analysis;
- Demonstrated experience in project donor reporting;
- Ability to speak one or more Pacific Island languages is advantageous.

- Excellent English communication skills (oral and written).
