Team Lead - The National Study on Trafficking in-Persons in Liberia

Democracy International (DI) is seeking a Team Lead for the anticipated IDLO-funded National Study on Trafficking in-Persons in Liberia. This study seeks to generate an evidence base on the prevalence, patterns, and causes of TIP, with emphasis on domestic labor exploitation, child labor, and other emerging forms of trafficking. The results will inform policy reforms, strengthen institutional responses, and enhance victim-centered approaches to address TIP in Liberia.
The Team Lead will provide overall leadership, strategic direction, and technical oversight of this study. They will serve as the principal liaison for IDLO, the Government of Liberia (GoL), and relevant stakeholders across all 15 counties of Liberia. The successful candidate will oversee the research design, data collection, analysis, and reporting processes to ensure high-quality deliverables that inform public policy and programming. The assignment is anticipated to begin in April 2025 and conclude by November 2025, pending final approval and funding by IDLO.
Essential Job Duties:
The position’s responsibilities will include:
Programmatic
- Lead and oversee all aspects of program implementation, including financial, operational, and technical strategies;
- Develop and maintain strong relationships with IDLO, the Liberian government, and local stakeholders;
- Ensure timely delivery of activity inputs, deliverables, and reports;
- Provide technical and strategic leadership on all activities, including budget, compliance, and reporting;
- Develop regular reports and ongoing activity monitoring consistent with the requirements of the contract with IDLO and with internal reporting requirements;
- Manage the preparation and presentation of work plans, MEL plans, and analytical reports;
- Serve as technical lead in implementing and overseeing aspects of the activity;
- Represent DI externally at meetings, workshops, and other events;
- Act as a key liaison with IDLO;
- Manage a diverse team of activity staff; and
- Provide technical assistance, as needed, to activity partners, grantees, and beneficiaries.
Administrative
- Continue to build and lead DI’s dynamic local team;
- Approve expenditures and other financial transactions in accordance with DI and IDLO policies and practices;
- Liaise regularly with IDLO, local staff and partners, STTAs, and DI’s Home Office to ensure that deadlines are met and high-quality deliverables are completed and submitted in a timely manner; and
- Manage relationships with local partners and government, civil society representatives, and international donor representatives.
Secondary Job Duties:
- Contribute to ongoing DI business development efforts around the world.
Qualifications:
- Should hold an advanced university degree (preferably Ph.D.) in law, migration studies, social development, public policy and other relevant fields;
- Should have at least 15 years’ professional experience in rule of law and social research; and experience in conducting surveys broadly relating to governance, political public opinion, and social and economic trends in communities;
- Significant experience conducting similar assessments in post conflict and developing country contexts; prior experience in Liberia or Sub-Saharan Africa is a distinct advantage;
- Understanding of rule of law, social justice, access to justice, institutional and systems strengthening, security sector reform, and accountability;
- Recent (past 5 years) and longstanding (at least 10 years) experience designing and implementing social science research, including the use of focus group discussions and key informant interviews;
- Strong track record of working with national and international development organizations in Liberia is an advantage;
- Proven experience building and managing dynamic, flexible teams, preferably on global activities; and
- Ability to travel globally and within Liberia, with travel throughout all 15 counties;
- Strong professional written English communication skills are required.
Reporting:
- This position reports to DI's Director of Program Management.
