This position is located in the Programme Office for Counter-Terrorism Training in Africa, in the United Nations Office of Counter-Terrorism (UNOCT), in Rabat. The Programme Officer will report to a senior Programme Officer. The United Nations Office of Counter-Terrorism (UNOCT) was established by the General Assembly in June 2017. The Office has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates across the United Nations System; (b) enhance coordination and coherence across the 43 Global Counter-Terrorism Coordination Compact entities to ensure the balanced implementation of the four pillars of the Strategy; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counter-terrorism across the United Nations System and that the important work on preventing violent extremism is firmly rooted in the Strategy. The UN Office of Counter-Terrorism (UNOCT) Programme Office for Counter-Terrorism Training in Africa aims to develop and implement key initiatives to support Member States, particularly in North Africa and sub-Saharan Africa, to prevent and counter terrorism and violent extremism conducive to terrorism. Furthermore, the Programme Office for Counter-Terrorism Training in Africa aims to increase the impact of its programmes and projects through its field presence, offer innovative solutions to more effectively prevent violent extremism and counter-terrorism, implement capacity building assistance in the regions and countries most affected by terrorism, and develop new partnerships. The overarching goal of the office is to strengthen the capacity of member states through the development of National Training Programmes and Counter Terrorism training curricula.

Responsibilities

Within delegated authority, the Programme Officer will be responsible for the following duties:

  • Participates in the development, implementation and evaluation of learning and capacity building programmes for Member States in North-Africa and sub-Saharan Africa; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
  • Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
  • Coordinates and maintains learning programmes that are offered at a regional scale, meeting the capacity-building needs of Member States.
  • Researches, analyzes and presents information gathered from diverse sources.
  • Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
  • Ensures that applied learning and development methodologies are fit for purpose and that the impact of the programmes and interventions is visible.
  • Develops the appropriate learning solutions based on the identified need and resources, working to embed innovative ways of learning by using advanced educational tools and technologies
  • Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
  • Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
  • Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
  • Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
  • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
  • Performs other duties as required.

Education

  • Advanced university degree (Master's degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of five years of progressively responsible Intelligence service or Law Enforcement investigative experience is required. A minimum of five years' experience in project management, administration or related area is required. Experience in instructional design and the use of learning technologies for distance and blended law enforcement training purposes is desirable. Experience working in North Africa or Sub-Saharan Africa is desirable.

Languages

  • English and French are the working languages of the UN Secretariat. For this position, fluency in English (both oral and written) is required. Knowledge of French or Arabic is desirable. Knowledge of another UN official language is an advantage.
