The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The Climate Change Division is the lead Division charged with carrying out the functions of UNEP in the field of environmental Climate Change. To fulfill its mandate, the work of the Climate Change Division focuses on working with Members States and Partners to accelerate and support a just transition by addressing mitigation and adaptation gaps through enhancing implementation capacity, access to finance and technology, and building resilience. The Climate Change Division promotes sustainable development and effective policies for climate stability; support action so that countries progress on decarbonization, dematerialization, and resilience pathways in line with their climate commitments, aspirations, and needs; and foster transparency in reporting. Within the Climate Change Division, the International Methane Emissions Observatory (IMEO) is a data-driven, action-focused initiative that drives deep reductions in methane emissions – the second biggest contributor to global climate change and a key opportunity to reduce warming in the near-term. IMEO’s mission is to provide the open, reliable, and actionable methane data needed to cut emissions at the speed and scale necessary to achieve the Paris Agreement goals. This position is located in the Climate Change Division's IMEO in France at the Paris duty station. Under the overall supervision of the Deputy Director, Climate Change Division and the direct supervision of the Head of IMEO, the incumbent will be responsible for the following duties:

Responsibilities

Operational Management of the Methane Alert and Response System (MARS)

  • Coordinate the day-to-day operations of the MARS project, including the management of the detection and notification teams.
  • Supervise the collection and analysis of methane emissions data from satellites and identify opportunities and priorities for integrating data with other IMEO project teams.
  • Develop and implement strategic plans for the Methane Alert and Response System (MARS), ensuring alignment with UNEP’s goals and IMEO’s mission.
  • Manage resources, budgets, and timelines to ensure efficient and effective project execution.

Government Engagement

  • Coordinate relationship-building with governments to facilitate methane reduction actions by leveraging MARS data and insights.
  • Coordinate capacity-building projects for government stakeholders, equipping them to interpret and act on emissions data.
  • Collaborate on the organization of workshops, training sessions, and stakeholder dialogues to support governments in adopting data-based methane mitigation strategies.

Communication and Collaboration:

  • Work closely with internal teams, including management, scientists, researchers, and communications specialists, to align MARS with IMEO's overall objectives.
  • Collaborate with communications colleagues to develop materials and presentations for stakeholders, effectively communicating MARS’ goals and impact.
  • Build and maintain strong relationships with external stakeholders to foster collaboration and align efforts in methane emissions monitoring and mitigation.
  • Represent IMEO in meetings, conferences, and forums to influence methane discussions and decisions.

Data Related responsibilities:

  • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.

Education

  • An advanced university degree (Master’s or Doctorate degree, or equivalent) in environment and/or energy studies, public policy, or related field is required. A first level University degree in combination with 2 additional years of relevant qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience

  • A minimum of five (5) years of progressively responsible experience within the energy sector particularly on project management and data driven approaches related to methane emissions or related area is required. A minimum of three (3) years of experience on methane engagement at international level is required. Experience in organizing inter-governmental and multi-stakeholder processes, including high-level meetings, regional workshops, and other similar initiatives is required. Experience translating complex data and information to a non-technical audience is desirable. Experience in administrative and financial procedures and processes within the United Nations Common System or similar international organization is desirable. A minimum of two (2) years or more of experience in data analytics or related area is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable. NOTE: "fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and " Knowledge of" equals a rating of " confident" in two of the four areas.
