Org. Setting and Reporting

The United Nations Environment Programme is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The post is located in the Governance Branch of the Secretariat of the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal, the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade and the Stockholm Convention on Persistent Organic Pollutants, in Geneva duty station. Under the specific supervision and guidance of the Chief of Branch, the incumbent will perform the following functions:

Responsibilities

  • As Head of the Legal and Policy Unit, manages the staff of the unit and ensures delivery of legal, governance and policy programmatic activities so that the unit performs its functions as identified in the functional organigramme in a timely manner, in a manner that promotes the overall vision of the secretariat and in order to assist Parties in meeting the goals and objectives of the conventions.
  • Develops, implements and evaluates assigned programmes and projects based on the relevant work programmes of the three conventions; monitors and analyzes programme/project development and implementation.
  • Reviews relevant outputs and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties and other stakeholders; identifies and tracks follow-up actions; arranges for completion of projects and ensures all outputs are finalized and made available.
  • Coordinates activities related to the budgeting and financing of assigned programmes and projects (preparation of progress reports, financial statements); prepares related documents/reports work programme, programme budget).
  • Coordinates the design, development, implementation and maintenance of databases to manage data and information provided by and/or to stakeholders (e.g. Parties, other international organizations).
  • Performs consulting assignments, with Parties, intergovernmental bodies, international organizations, secretariats of other multilateral environmental agreements and other stakeholders, as appropriate, with the aim of assisting in the implementation of the three conventions.
  • Coordinates policy development through review and analysis of relevant issues and trends, preparation of impact evaluations and equivalent studies. 8. Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries. Researches, analyzes and presents information gathered from diverse sources.
  • Generates survey initiatives; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions and/or follow-up actions.
  • Organizes and prepares various written outputs, e.g. drafts background papers, analysis, sections of reports and studies, inputs to publications.
  • Coordinates and participates in the organization of meetings of the conventions’ bodies such as the Conference of the Parties (COPs), their subsidiary bodies, in particular the compliance committees, and other meetings; provides substantive input through the preparation of documents, presentations and other activities; coordinates inter-sessional work of the bodies, including follow- up on decisions and related actions.
  • Initiates and coordinates outreach activities; conducts training workshops, seminars; makes presentations on assigned topics/activities; engages and provides guidance to experts and consultants.
  • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
  • Performs other duties as required.

Education

Advanced university degree (Master’s degree or equivalent) in environmental sciences, public policy, international relations, business or public administration, law or a related field is required. A first level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience

  • A minimum of seven (7) years of progressively responsible experience with emphasis on international environmental policy making at the global level is required. Experience in international policy making and international cooperation in the chemicals and waste cluster, in particular in the context of multilateral environmental agreements, is desirable. Experience in working in the UN system or similar international organization, or for a government, is desirable. Experience with coordinating meetings of bodies of multilateral environmental agreements is desirable. Experience in implementing or in supporting Parties with the implementation of and compliance with multilateral environmental agreements is desirable. Experience in managing staff is desirable. Two (2) years or more of experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Working knowledge of another UN language is desirable. NOTE: ''Fluency'' equals a rating of ''fluent'' in all four areas (read, write, speak, understand) and ''Knowledge of'' equals a rating of ''confident'' in two of the four areas.
