The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The overall objective of UNEP's Industry and Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources, ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. The Division promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities. This post is located in the Industry and Economy Division, within the Secretariat of the 10 Year Framework of Programs on Sustainable Consumption and Production (10YFP/One Planet Network), Paris Duty Station. The Framework of Programmes on Sustainable Consumption and Production Patterns (10YFP), adopted by the UN General Assembly, is a key implementation mechanism for the 2030 Agenda on Sustainable Development and its SDG 12, of which it is an integral part. The United Nations Environment Programme (UNEP) serves as the Secretariat of the 10YFP, working closely with Member States and other stakeholders engaged in the One Planet network, its global programmes and initiatives to support implementation of SCP policies, solutions and practices globally. The 10YFP Secretariat coordinates the implementation of the Global Strategy for Sustainable Consumption and Production (2023-2030) approved by the 10YFP Board, as a direct contribution to advancing the achievements of the Sustainable Development Goals (SDGs) and Multilateral Environmental Agreements (MEAs) on climate, biodiversity and pollution. Under the direct supervision of the Head of the Secretariat the incumbent will be responsible for the following duties:
Responsibilities
- Development, implementation and evaluation of assigned programmes/projects; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions with focus on programmes/projects on sustainable consumption and production, consumer information, certification schemes and ecolabelling.
- Expand and implement projects and initiatives to enhance consumer information tools and advocacy including the promotion of consumption-related sustainability standards, use of consumer tools and policies in high impact sectors, and expand partnerships with private sector, government and consumers associations.
- Assists in policy development, including review and analysis of issues and trends, preparation of research activities and studies.
- Provides substantive support to and coordination function to consumer information international consultative and other meetings, conferences, to include proposing agenda topics, identifying participants, preparation of documents and presentations.
- Undertakes outreach activities; conducts training workshops, seminars; makes presentations on assigned topics/activities.
- Proposes, supports strengthens partnerships with international organizations and initiatives associated with consumer information and consumer protection policies.
- Researches, analyzes and presents information gathered from diverse sources. Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications.
- Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries.
- Coordinates activities related to budget and funding (fundraising, programme/project preparation and submissions, progress reports, financial statements) and prepares related documents/reports (pledging, work programme, programme budget).
- Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
- Performs other duties related to the UNEP and One Planet Network (OPN) Secretariat as required.
Competencies
- PROFESSIONALISM: Knowledge and understanding of theories, concepts and approaches relevant to environmental management or similar specialized field. Ability to develop, implement, and evaluate sustainability-focused programmes and projects, particularly in sustainable consumption and production, consumer information, certification schemes, and ecolabelling. Ability to coordinate international meetings, foster partnerships, lead outreach activities, and support capacity-building initiatives. Ability to identify issues, analyze and participate in the resolution of issues/problems. Ability to conduct data collection using various methods. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. The ability to analyze and interpret data in support of decision-making and convey resulting information to management. Education
- Advanced university degree (Master’s degree or equivalent) in business administration, environmental management, sustainable development or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.
Work Experience
- A minimum of five years of progressively responsible experience in project or programme management is required.
- Experience in sustainable consumption, consumer information and the adoption of eco-labelling or voluntary sustainability standards at policy or company level is required.
- Experience in managing multi-stakeholder partnerships is required.
- Practical experience in dealing with public and private institutions is desirable.
- Experience working within the United Nations common system or similar international organization is desirable.
- A minimum of two (2) years or more of experience in data analytics or related area is desirable
Languages
- English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is desirable. NOTE: ''Fluency'' equals a rating of ''fluent'' in all four areas (read, write, speak, understand) and ''Knowledge of'' equals a rating of ''confident'' in two of the four areas.
