About the Opportunity
Within the executive team, the Deputy Team Lead (DTL) role is responsible for managing cross cutting functions, providing strategic leadership and supporting the role of the Executive Director (ED).
The DTL directly manages the program performance including oversight of APEP’s MERLA, GEDSI, climate change, locally led development and communications activities and functions. This includes managing program effectiveness in collaboration with the executive team, as well as overall responsibility for annual planning and reporting.
The DTL will collaborate with the Leadership Team to ensure coherence across program pillars, identifying and maximising opportunities for cross cutting mainstreaming and cross program collaboration. S/he will identify disparity across pillars, and identify opportunities to build and maintain strategic coherence.
The role requires an experienced leader who can effectively engage, collaborate and influence across all APEP’s pillar and crosscutting teams to mainstream cross-cutting areas and help to deliver a cohesive and connected program.
Specific Responsibilities
- Lead coordination and delivery of program planning and reporting, including annual work plans, six monthly and annual reports, and other deliverables as requested by the Australian High Commission (AHC);
- Provide quality assurance for all program outputs, ensuring all materials are accurate, comply with DFAT requirements, and are written to the highest standard;
- Oversee the efficient and effective delivery and mainstreaming of APEP’s cross-cutting functions by supporting sector specialists in GEDSI, MERLA, communications, and climate;
- Lead APEP’s locally led development, and First Nations engagement;
- Support sound budget management – including accurate monthly forecasting of expenditure;
- Manage crosscutting leads and provide overall guidance to crosscutting team, ensuring performance issues are proactively addressed and professional development opportunities are sought where appropriate;
- Develop and maintain excellent relationships with stakeholders including AHC, Government of PNG and delivery partners;
- Coordinate with other DFAT-funded PNG programs to identify opportunities for collaboration;
- Effectively track, manage and report risks related to the Partnerships & Performance Division;
- Support and foster a positive team culture and act as a role model for Abt values and respect at work;
- Support the Executive Director with other duties as required.
Specific Deliverables
- Lead development of APEP’s Annual Work Plan and Budget;
- Monthly progress and budget reports;
- Six Monthly Progress and Annual Performance reports, including Annual GEDSI progress report;
- Review and update strategies for GEDSI, Communications, Locally Led Development and Climate;
- MERLA Plan and MEFs – reviewed and updated annually;
- Annual Performance Assessments (APA)s for international TA and Atlas goal setting and review for locally engaged staff.

About You
For applications to be considered, a response to the key selection criteria below must be provided;
- Demonstrated ability to effectively manage a large team and foster a positive team culture;
- Exceptional verbal and written communication skills – including the ability to influence others and produce high quality reports;
- Excellent project management skills including proven ability to manage and prioritise multiple tasks;
- Demonstrated experience integrating key cross-cutting policies or themes into a large and complex program;
- Outstanding stakeholder and relationship management skills;
- Demonstrated ability to implement DFAT’s priority policy commitments in areas such as GEDSI, MERLA, climate and locally led development;
- Experience working in PNG or the Pacific Islands;
- Experience working on a large, multi-sectoral international program, preferably as Team Leader or Deputy Team Leader.
