About the job
General objective:
The Country Director (CD) is Solidarités International’s official representative in country and is in charge of the external representation and is in direct liaison with SI HQ. S/he proposes the country strategy and ensure its implementation when validated. S/he coordinates teams and ensures resources are properly allocated for the smooth running of the mission as per strategy and projects objectives. S/he is in charge of employees and goods security.
The main challenges:
- Massive recent restructuration of mission due to BHA termination and reduction of activities => from 140 staffs to 40/50 staffs in 2 months/from 3 bases to 1 coordination/operational base + 1 sub-base/reduction of all support costs (premises, vehicles…)
- Potential tensions between staff members and/or with authorities + communities
- Risk of loss of efficiency in daily security management as well as project management and monitoring
- Potential disorganization and unclarity of teams roles and responsibilities
- Authorities relation very time consuming
- Financial landscape in MOZ
Priorities for the 2/3 first months:
- Close financial monitoring in a moment of downsizing
- Reorganization and clarification roles and responsibilities in particular with Coordinators playing the role of field base manager
- Adaptation of security management and SOPs to new set-up
- RRM ECHO: Maintain operational presence in former areas of intervention (MDP) and start activities in new districts (southern districts)
- Monitoring of finalization of other ongoing activities/projects under CDCS, SDC, AERMC = to be finalized by end June / end Sept
- CN/proposal elaboration and fundraising
Security constraints:
- Pemba in Security level 2/Mueda sub-base in Security level 3
- Movement to field sub-base via UNHAS flight only (45 minutes flight)
- Termination of many staffs + Mocimboa former base (level 3) recent closure due to BHA termination might have increased tension among teams and/or with authorities and communities/global reduction of humanitarian assistance might lead, in coming months, to better recruitment capacity by OAGs and increased number of attacks
Your profile
Master in humanitarian action, development, international law or any other technical area related to the humanitarian sector.
- Experience in the humanitarian sector: +5 years
- Experience on a similar position: 3-4 years
Technical skills:
- Macro financial management skills and knowledge of SI mission financial management tools
- Very good strategic planning and coordination skills
Transversal skills:
- Leadership and management
- Planning and priorization
- Ability to represent SI towards donors and partners and authorities
Language:
- English (mandatory)
- Portugues
- Spanish or Italian
