The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment. The UNEP’s Ecosystems Division works with international and national partners, providing technical assistance and advisory services for the implementation of environmental policy and strengthening the environmental management capacity of developing countries and countries with economies in transition. This position is located at the North-West Pacific Action Plan (NOWPAP) in Busan, Republic of Korea, duty station. Under the direct supervision of the NOWPAP Coordinator (P5), based at Toyama duty station, Japan, the incumbent will be responsible for the following duties:

Responsibilities

A. General coordination and implementation of the NOWPAP programme:

  • Assists the NOWPAP Coordinator in drafting including but not limited to discussion papers, meeting reports and other documents, and handling some of the logistical elements and documentation as required for the meetings and conferences of the Member States representatives participating in NOWPAP activities and for relevant experts, particularly for the NOWPAP Intergovernmental Meetings (IGMs), and Meetings of Experts and NOWPAP National Focal Points.
  • Acts as the NOWPAP information focal point and liaises with relevant UNEP units and national bodies in the Member States for: collation, preparation and dissemination of general information on NOWPAP; transmits, as appropriate, to the Member States notifications, reports and other information relevant to the implementation of NOWPAP; gathers scientific and technical information on participation in and the implementation of the programmes and projects; prepares information material on NOWPAP activities, including scientific/technical, newsletters and other public outreach materials.
  • Prepares and coordinates the technical implementation of consulting assignments, under the supervision of the NOWPAP Coordinator, by planning and facilitating workshops, through other interactive sessions, and assisting in developing the action plan of the NOWPAP Regional Coordinating Unit (RCU), supervises the development of action plans for NOWPAP Regional Activity Centers (RACs).
  • Monitors performance of the activities and projects by obtaining regular progress reports from the RACs and checking for completeness and accuracy, clarifies where needed, prepares revisions as and when necessary in accordance with UNEP requirements, and reports findings to NOWPAP Coordinator to ensure effective implementation of the Programme of Work (PoW); supports the implementation of scientific and technical projects, approved by the IGMs, including those for the RACs.
  • Acts as the focal point for the activities of the Global Programme of Action for the Protection of the Marine Environment from Land-based Activities (GPA) and liaises with its Secretariat and relevant units in UNEP, Member States, and other relevant public and non-governmental stakeholders to ensure their input in NOWPAP activities.
  • Liaises with member states, IGOs, NGOs to ensure their input in NOWPAP activities as relevant.
  • Assists the NOWPAP Coordinator in developing, reviewing and implementing the PoW in accordance with the decision of the Member Governments of NOWPAP.
  • Undertakes survey initiatives; designs data collection tools; reviews, analyzes, and interprets responses; identifies problems/issues; and prepares conclusions.
  • Prepares various written outputs, e.g., draft background papers, analysis, sections of reports and studies, inputs to publications, for further submission to the NOWPAP Coordinator.
  • Provides substantive support to consultative and other meetings, conferences, to include proposing agenda topics, identifying participants, preparation of documents and presentations.
  • Undertakes outreach activities; conducts training workshops, seminars; makes presentations on assigned topics/activities.
  • Researches, analyzes and presents information gathered from diverse sources.
  • Provides support and input in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
  • Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries.
  • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements) and prepares related documents/reports (pledging, PoW, programme budget).
  • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation, and reporting.

B. General management:

  • Supervises general service staff.
  • Acts as officer in charge in the absence of NOWPAP Coordinator
  • Identifies problems and emerging issues and analyzes and draws conclusions for the attention of the NOWPAP Coordinator
  • Performs other duties as required.

Competencies

  • PROFESSIONALISM: Knowledge and understanding of theories, concepts, and approaches in one or more of the following fields: marine or freshwater biology, ecology, hydrology, chemistry, coastal zone and river basin management, environmental engineering, economics, law, or another specialized field. Ability to identify issues, analyze, and participate in the resolution of issues/problems. Ability to conduct data collection using various methods. Conceptual, analytical, and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet, and other databases. Education

  • Advanced university degree (Master’s degree or equivalent) in business administration, management, economics, or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.

Work Experience

  • A minimum of five years of progressively responsible experience in project or programme management, administration, or a related area is required.
  • Experience in working with governmental agencies and private sector vendors is desirable.
  • Experience in working in multi-national and multi-cultural teams is desirable.
  • Two (2) years or more of experience in data analytics or a related area is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is desirable NOTE: ''Fluency'' equals a rating of ''fluent'' in all four areas (read, write, speak, understand) and ''Knowledge of'' equals a rating of ''confident'' in two of the four areas.
