Org. Setting and Reporting

The United Nations Office for Outer Space Affairs (UNOOSA) represents the United Nations in advancing international cooperation in the exploration and peaceful uses of outer space for economic, social and scientific development, in particular for the benefit of developing countries. The incumbent will work under the direct supervision of the Deputy Director, and under overall guidance of the Director, UNOOSA.

Responsibilities

Within assigned authority the Government Relations Officer will perform the following specific duties:

  • Support to Leadership and the Office of the Director (OD): provide strategic support and briefings to the OD; assist in drafting and reviewing high-level reports, speeches, and official correspondence; support the coordination of OD's engagements with Member States.
  • Liaison between the Office of the Director, the Committee, Policy, and Legal Affairs (CPLA) Section and Member States: ensure seamless coordination and alignment between OD and CPLA; ensure effective and strategic advocacy and engagement with Member States to drive alignment with OD's vision on critical topics; contribute to the preparation and review of documents related to the Committee on the Peaceful Uses of Outer Space (COPUOS) and its subcommittees; support intergovernmental processes by preparing talking points, briefing materials, and policy papers.
  • Advocacy and Engagement with Member States: develop and implement advocacy strategies to enhance UNOOSA's engagement with Member States in Vienna; provide political and diplomatic advice on Member State relations, identifying opportunities to strengthen partnerships around Member State initiatives that overlap with UNOOSA activities.
  • Supervision of UNOOSA Communications: manage UNOOSA's strategic communication efforts, ensuring alignment with the Office's objectives; responsible for the development of press releases, reports, and public information materials to enhance UNOOSA's visibility; engage with media representatives, public affairs offices to promote UNOOSA's work and manage leadership engagement with the media/press.
  • Support and Contribution to Fundraising Activities and Data Reporting: assist in developing and implementing resource mobilization strategies to enhance financial sustainability; collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
  • Perform other work-related duties as required.

Understanding of global space governance, space law, and policy, and how they intersect with Member State priorities. Conceptual, analytical, and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet, and other databases. Ability to analyse and interpret data in support of decision making and convey resulting information to management. Education

  • An advanced university degree (Master's degree or equivalent) in one or more of the following disciplines is required: International Relations, Political Science, Communications, Public Administration or related fields.
  • A first level university degree in similar fields in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of five (5) years of progressively responsible professional experience in working within or closely with intergovernmental organizations is required.
  • Work experience in building and maintaining partnerships with governments, international organizations, or diplomatic missions is required.
  • Work experience in producing a variety of written communications products for technical and non-technical audiences is required.
  • Prior work experience in strategic communications, including providing oversight of public relations, media engagement, and public affairs deliverables is desirable.
  • Experience in data analytics or related area is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another United Nations official language is an advantage.
