Org. Setting and Reporting

This position is located in the Security Section of the United Nations Assistance Mission in Afghanistan (UNAMA) with duty station in Kabul. Kabul is classified in the "E" category and as a non-family duty station. Under the general management of the Principal Security Adviser (PSA), the Associate Security Officer serves as the Supervisor of the Security Training Unit and reports directly to the Chief Security Officer through the Chief of SIOC on all issues related to the security training unit

Responsibilities

Within limits of delegated authority, the Associate Security Officer may be responsible for the following duties:

  • Supervises the Security Training Unit (STU), ensuring that all training activities are planned, delivered, and evaluated in accordance with the approved Standard Operating Procedures (SOPs), annual workplan, and mandated strategic deliverables.
  • Oversees the development and implementation of the training calendar and ensures timely delivery of the following critical security training programs;
  • Coordinates and monitors the completion of operational security outputs, including:
    • Weekly Threat Bulletins
    • Flash Alerts and Incident Reports
    • Monthly Strategic Risk Reviews
    • Mid-Year and End-of-Cycle Risk Briefings
  • Ensures that Area Security Plans (ASP), their annexes, appendices, and associated SOPs are maintained and updated. Leads and/or supports the delivery of Area Security Risk Management (Area SRM) processes, including ad hoc SRMs, route assessments, and non-UN premises vulnerability assessments (PVAs).
  • Conducts investigations on security related incidents involving Un personnel, asset, and eligible dependents.
  • Ensures that fire detection devices and fire-fighting equipment are available on the premises.
  • Maintains fire evacuation plan and conducts fire drills and training, as necessary.
  • Maintains office security by conducting physical security inspections of facilities and access control.
  • Conducts Investigations and prepares reports on incidents involving UN personnel and assets.
  • Assists the Area Security Adviser (ASA) in establishing policies and procedures for reviewing crisis situations and preparing contingency plans.
  • Assists the United Nations Security Management System team (UNSMS to identify the strengths and weaknesses of different Solutions, conclusions, or approaches to problems at UN premises.
  • Assists the ASA/FSCO in the training/briefing and supervision of Field Security Assistants /Associates.
  • Conducts security risk assessment for the area of the operations.
  • Assists the ASA/FSCO attending the Area Security Management Team meetings, prepare/update Area SRMs and Ad Hoc ARSMs as required. Contributes to the collection and analysis of data as well as identification of trends or patterns and provides draft insights through graphs, charts, tables and reports using data visualization methods for data-driven planning, decision making, presentation and reporting.
  • Performs any other duties as may be directed by the Chief of SIOC, the CSO and or the PSA whenever required.

Education

  • An advanced university degree (Master's degree or equivalent such as a senior command and staff qualification) in security management, business administration, political/social/military science or international relations with focus on security management.
  • A first-level university degree in combination with two additional years of qualifying experience in military, police or security management may be accepted in lieu of the advanced university degree.
  • A first-level university degree may be substituted with a diploma from a police or military academy, which may be considered its equivalent, and in combination with four additional years of qualifying experience in military, police or security management

Work Experience

  • A minimum of two (2) years of progressively responsible experience in security operations or similar entities within a military, police or security organization is required.
  • At least one (1) year experience of exposure at the international level and in a conflict or a post conflict environment is required.
  • Experience in managing a Security Training Unit is desirable.
  • Experience in Security Risk Management strategies is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required.
