The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP's Law Division works with international and non-governmental organizations, national and local governments, business and industry to develop and implement policies, strategies and practices that are cleaner and safer, incorporate environmental costs, use natural resources efficiently, reduce pollution and risks for humans and the environment, and enable the implementation of Conventions and international Agreements. This position is part of the OzonAction Branch and is located in UNEP's Regional Office for Asia and the Pacific (ROAP), Bangkok duty station. Under the overall supervision of the Law Division Deputy Director and the direct supervision of the Head of Branch, OzonAction, Law Division, the incumbent will be responsible for the following duties:
Responsibilities
- General co-ordination of the OzonAction Compliance Assistant Programme (CAP) in South Asia:
- Co-ordinates all OzonAction projects and services with countries in the region ensuring high quality and timely delivery within the framework of UNEP's Implementing Agency mandate.
- Manages the Regional Network of Ozone Officers for South Asia comprising 13 developing countries and bilateral partners.
- Consults regularly with the Member States in the region, including government National Ozone Units, on issues relevant to Montreal Protocol, to identify their needs and address them in a timely and efficient manner.
- Ensures the necessary coordination with other UN, international, regional and national organizations, as well as industry partners, non-governmental organizations, and regional and international organizations, to secure their cooperation for OzonAction activities.
- Provides policy and technical assistance to countries for the implementation of the approved projects, in collaboration with the National Ozone Units of countries, by planning/ facilitating national consultation meetings, training workshops, use of digital tools, and assisting in developing national phase-out and/or phase-down strategies to assist countries with complying to the Montreal Protocol and its amendments.
- Develops, implements and evaluates assigned programmes/projects in line with Multilateral Fund policies, procedures and guidelines; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
- Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
- Guides and assists the National Ozone Unit and relevant authorities on the implementation and enforcement of licensing and quota system to ensure effective data monitoring, verification and reporting of data; reviews, analyzes, identify problems/issues and provide recommendations to address problems/issues.
- Reviews, organizes, and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications.
- Leads the Regional Network and thematic meetings, consultations, and other meetings, conferences, to include designing agenda topics, identifying participants, preparation/review of documents and presentations.
- Initiates and coordinates outreach activities; conducts training workshops, seminars, makes presentations on assigned topics/activities.
- Leads and/or participates in missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries.
- Seeks to enhance and improve programme delivery by identifying, encouraging and promoting innovation in projects operations and services.
- Uses data-driven decision-making for strategic, programmatic and/or operational areas.
- Promotes use of digital tools to enhance programme effectiveness.
- General management of the OzonAction CAP programme in region:
- Leads and manages the South Asia CAP team (staff, UNVs, consultants) to ensure high quality and timely delivery of agreed services and projects for the region.
- Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements) and prepares related documents/reports/memos (proposals, work programme, programme budget).
- Promotes gender mainstreaming internally and externally in line with UNEP and Multilateral Fund policies and guidelines.
- Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
- Performs other duties as required.

Education
- Advanced university degree (Master's degree or equivalent) in environmental sciences, environmental policy, environmental management, natural sciences, engineering, or any related discipline is required. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
Work Experience
- A minimum of seven (7) years of progressively responsible experience in environmental project or programme management is required. Work experience in developing countries is required. Experience in implementing environmental programmes or projects at the national or regional levels is desirable. Work experience in Ozone Depleting Substances (ODS) phase-out or hydrofluorocarbon (HFC) phase down activities is desirable. Work experience with a UN system entity or national institution implementing Montreal Protocol programmes is desirable. Work experience in or with South Asia countries on environmental programmes is desirable. A minimum of two (2) years or more of experience in data analytics or related area is desirable.
Languages
- English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official UN language is desirable. NOTE: ''Fluency'' equals a rating of ''fluent'' in all four areas (read, write, speak, understand) and ''Knowledge of'' equals a rating of ''confident'' in two of the four areas.
