Consultant - Tertiary Prevention Services for Youth Development

Banyan Global seeks a consultant for a USAID-funded Workforce Development project targeting at-risk youth in Honduras. The consultant will provide technical guidance on the project component dealing with the provision of tertiary prevention services for at-risk youth that have been in conflict with the law or involved with gangs. The consultant should have significant experience in tertiary prevention services and working with vulnerable youth who are at the highest levels of risk. While most of the work will be stateside, ideally the consultant would travel to Honduras to also work with field staff and partners. Spanish language skills are desirable.


  • Provide strategic technical guidance to the Workforce Development project’s tertiary support services component;
  • Conduct an assessment of the current situation of at-risk youth in Honduras, specifically for the locations where the project operates, developing a technical support document that summarizes key challenges and opportunities for interventions/services to be provided to at-risk youth that would qualify for tertiary services through the project;
  • Prepare presentation of findings and recommendations for Banyan Global and USAID on key study findings and suggested recommendations for project interventions;
  • Provide capacity building support to the Workforce Development staff in Honduras, specifically related to providing tertiary prevention services and job insertion for at-risk youth;
  • Work closely with senior and field staff at Banyan Global’s headquarters and in Honduras during the assignment;
  • Travel to Honduras to provide direct support to staff.


  • Demonstrated experience working with effective tertiary prevention strategies with at-risk youth in high crime areas, preferably in Central America;
  • Solid understanding of risk factors associated with antisocial and delinquent behavior including poverty, educational failure, presence of gangs, high crime environments, family stress, substance or physical abuse, deviant peer networks, and lack of recreational or vocational opportunities;
  • Experience working with youth in conflict with the law who may have learning and behavioral disorders that have led to incarceration, school failure, and poorly-developed social skills, who are socially disconnected or unable to participate in school, training or community activities, or sustain employment;
  • Experience with psycho-social support techniques, training and counseling targeting at-risk youth in high crime areas, with the intention of providing the most intensive level of support and intervention (tertiary prevention services) to reduce the impact of conditions that prevent youths’ ability to function socially or integrate into their communities, as well as eventually obtain employment or become self-employed;
  • Senior level professional experience; 10 plus years;
  • Graduate degree in psychology, counseling, psychiatry, criminal justice, social services, education or a related field;
  • Experience in Latin America (preferred);
  • Spanish language skills (preferred).
