Project Summary:

The Department for International Development (DfID) three-year Syria Education Programme will focus on access to quality learning opportunities for children and young people, with an emphasis on reaching out-of-school children, supporting improvements to the learning environment, and other measures to ensure transparent and effective service delivery.

Position Summary:

The Capacity Building Manager will be responsible for providing managerial, administrative and technical support to local capacity support coaches. The Capacity Building Manager will be responsible for developing and supporting professional capacity building planning and training content in the areas of compliance with regulations and policies; financial management, accounting, documentation and financial reporting; quality programming delivery; and, monitoring, evaluation, accountability and reporting.

Reporting & Supervision:

The Capacity Building Manager reports to the Team Lead and is based in Turkey. S/he will supervise four local capacity coaches working in each of the Syria Education Programme’s target governorates.

Primary Responsibilities:

  • Lead management of local capacity building coaches to co-design and lead capacity building training;
  • Design financial management/reporting, accountability, and compliance training guides for local CSOs/NGOs;
  • Design quality assurance and implementation training guides for local CSOs/NGOs;
  • Oversee local capacity coaches’ management of support for Education Directorate staff through;
  • Group trainings;
  • Real time coaching support to address immediate challenges;
  • Communities of practice opportunities.

Required Skills & Qualifications:

  • Requires a Bachelor’s Degree in education or a related field;
  • At least five years of experience in the education development sector, with at least three years of experience working on public sector capacity building;
  • The candidate must demonstrate relevant technical experience working on activities that are of a similar scope to this activity;
  • Experience working in Syria preferred;
  • The candidate must be professionally proficient and fluent in written and spoken English;
  • Fluency in Modern Standard Arabic is required;
  • The candidate must be computer literate.
