Chief of Party, Tajikistan Agribusiness Competitiveness Activity (TACA)



Chemonics seeks a chief of party for the five-year, $18- to $20-million USAID Tajikistan Agribusiness Competitiveness Activity (TACA). TACA aims to strengthen Tajikistan’s economic growth by improving the competitiveness of the country’s agribusiness enterprises, leading to increased economic development, employment, and livelihoods. The project will focus on creating both on- and off-farm employment and promoting investment in supportive infrastructure and services in rural areas. In addition, TACA will strengthen Tajikistan’s ability to participate in regional trade, improving connectivity of countries in the region and overall regional stability. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities include:

  • Provide overall technical vision, leadership, and project management
  • Serve as the project’s primary liaison with USAID on day-to-day implementation and technical matters
  • Foster and maintain collaborative relationships with government counterparts, donor organizations, and local and regional partners


  • Advanced degree in agriculture development/economics, agribusiness, business administration, international development, or a related field
  • Minimum seven years of relevant experience leading programs of similar scope and complexity to TACA
  • Demonstrated experience in managing international development programs, including agricultural value chain development in emerging markets
  • Proven expertise in agribusiness competitiveness, including product development, marketing, financing, partnerships investment promotion, and trade facilitation preferred
  • Experience with women and youth empowerment preferred
  • Experience working with international donor-funded projects; USAID experience preferred
  • Strong leadership, administrative, management, presentation, reporting, and communication skills
  • Fluency in writing and speaking English required; advanced Tajik or Russian strongly preferred
  • Demonstrated leadership, versatility, and integrity
  • Experience working in Central Asia or other countries with former centrally planned economies strongly preferred
