Project Director, Strengthening Labor and Criminal Law Enforcement to Address Child Labor/Forced Labor/Human Trafficking Project

Position Summary:

The Monitoring and Evaluation Officer is responsible for implementing and managing the monitoring and evaluation team and activities, including the coordination of an externally conducted evaluation, and implementing a Comprehensive Monitoring and Evaluation Plan (CMEP) for a high-quality, results-oriented program to support the reduction of the worst forms of child labor by building local and national capacity in 5 countries.

ESSENTIAL RESPONSIBILITIES:

The M&E Officer will oversee the implementation of the program's monitoring and evaluation activities and data reporting requirements in at least eight countries. S/he will also serve as the liaison and point of contact with external evaluation contractors throughout the life of the project. Specific responsibilities include but are not limited to:

  • Design and implement a comprehensive monitoring and evaluation plan (CMEP) in coordination with the US Department of Labor (USDOL), including selection and tracking of specific indicators, developing strategies for data collection, managing project databases, and regular reporting on approved indicators;
  • Oversee implementation of pre-situational assessments in each country, including child labor capacity framework, and review of data quality and analysis;
  • Manage a rigorous approach to monitoring and evaluation, including technologies in systems for data collection and monitoring performance toward specific goals and objectives;
  • Design data collection instruments, schedules, analysis methods, and applied technologies that link local-level monitoring systems to national and international MIS approaches and data collection;
  • Working with select government ministries, strengthen and maintain data systems to collect/report on investigations, prosecutions, convictions and sentencing, assess systems gaps and create plan to address gaps;
  • Train government officials on data collection and analysis, including on ethical data collection and use of standardized data tools;
  • Monitor the results of the program's activities and contribute to periodic evaluations/assessments of specific interventions; contribute to dissemination of results to internal and external audiences;
  • Manage the design and implementation of the project monitoring system for tracking and measuring government capacity and progress toward reducing child labor and forced labor in each of the five countries;
  • Provide training as necessary on M&E related activities to country-level M&E staff;
  • Produce and submit requisite reports based on database information, compliant with reporting requirements per USDOL obligations under the Government Performance and Results Act (GPRA);
  • Facilitate and liaise with the external evaluation contractor to design and carry out performance evaluations on specific program interventions;
  • Other duties as assigned.

QUALIFICATIONS:

Education:

Bachelor's level degree required, in social sciences, such as statistics, demographics, public policy, international development, economics or a related field, and/or specialized training/certification in monitoring & evaluation. Master's or PhD preferred.

Work Experience:

  • A minimum of five years' experience in a senior M&E position, implementing the M&E activities of international development projects.
  • Experience in the monitoring and evaluation of international development projects, preferably in child labor, child protection, trafficking, or a related field; related experience can include strategic planning and performance measurement, indicator selection, quantitative and qualitative data collection and analysis methodologies, database management, impact evaluation and knowledge of GPRA (less experience can be combined with advanced degree in statistics, public policy, economics or related field).
  • Proven experience in designing, implementing, and operating project M&E systems from project start to close, including: developing data collection tools, overseeing and assessing data quality, planning and managing surveys, designing and managing beneficiary monitoring and database systems.
  • Past success in strategic planning and performance measurements, including: indicator selection, target setting, reporting, management of complicated databases, and M&E performance monitoring plans.
  • Experience using technology in data collection systems and knowledge of methodologies for data collection (for example Salesforce or DevResults), analysis, and evaluation (e.g. quantitative, qualitative, mixed-method, and impact).
  • Ability to link local-level monitoring systems to comply with national MIS approaches and existing government databases/data collection.
  • Experience working with vulnerable populations and conducting gender analyses and operations research.
  • Experience managing and providing ongoing trainings to a team of M&E field officers.
  • Knowledge of USDOL or other US Government reporting requirements is an asset, including experience designing and implementing comprehensive monitoring and evaluation plans (CMEPs), GPRA, rigorous impact evaluation design, and working with external consultants for third party evaluations.

Skills:

  • Excellent written and oral communication skills in English required, working knowledge of Spanish, Thai and/or another language is preferred.
  • Proficiency in word processing, spreadsheet (preferably Microsoft Access and Excel), and presentation software (Microsoft PowerPoint) as well as other database and statistical applications (SPSS, SAS or STATA).
