Scope of the Position

The Senior Technical Advisor will provide technical support and strategic guidance for the design and implementation of evidence-based activities to improve maternal, infant, and young child nutrition (MIYCN), hygiene, nutrition-sensitive programming and other practices and approaches aimed at reducing malnutrition. S/he will be a leading member of the USAID Advancing Nutrition advisor pool and will drive implementation of project activities and lead communication and coordination efforts between project staff, host country counterparts, implementing partners and other global stakeholders. The Senior Advisor will also provide technical leadership and drive quality assurance to ensure that USAID Advancing Nutrition meets its work plan goals and objectives. The Senior Technical Advisor reports to the Technical Director and is based in Arlington, VA.

Specific Responsibilities

  • Provide leadership and oversight in the development and application of USAID Advancing Nutrition approaches, messages, materials, and tools used to build capacity for multi-sectoral nutrition efforts. Technical areas may include, but are not limited to, maternal and child health and nutrition, nutrition and HIV, treatment and management of malnutrition, food hygiene, nutrition and food security/livelihoods, and application of linear programming software for population-specific food-based recommendations;
  • Lead and/or support assessments, monitoring and evaluation activities, and design of new initiatives;
  • Lead and/or support technical assistance to country-based activities;
  • Identify promising program strategies, develop appropriate program guidance, and provide technical assistance to priority countries in support of nutrition-specific and nutrition-sensitive programming;
  • Actively contribute to the project’s technical direction by developing strategies and partnerships to increase program coverage, visibility, and resource availability;
  • Drive and cultivate partnerships, such as SUN and other bodies aligned with USAID, advocating for increased national and global commitment for nutrition;
  • Facilitate global and regional linkages to ensure development of quality, evidence-based technical tools and guides used to increase capacity of and support to USAID’s multisectoral nutrition priorities;
  • Collaborate with the project’s monitoring and evaluation staff to implement operations research related to program delivery and contribute to other research efforts as needed;
  • Provide up-to-date, evidence-based technical and policy documents, and develop or manage the development of evidence-based program standards with key stakeholders;
  • Participate in program design and development of implementation activities (strategic planning, program presentation, advocacy and policy meetings), as appropriate;
  • Contribute to the development of team (both global and country) work plans and budgets, ensuring consistency with project direction and strategy;
  • Mentor Technical Specialists and Advisors to facilitate professional growth and development;
  • Other duties as assigned.

Competencies

  • Strong experience in maternal and child health and nutrition, nutrition and HIV, nutrition and food security/livelihoods; and in conducting assessments, designing and conducting monitoring and evaluation activities, and designing technical frameworks;
  • Experience overseeing technical quality of activities integrating nutrition into maternal and child health, family planning, food security/livelihoods, and/or HIV/AIDS;
  • Knowledge of USAID, in particular the Bureau for Global Health, the Office of Food for Peace, and Bureau for Food Security, and other donor policies, strategies, and program priorities preferred;
  • Strong interpersonal skills and social-emotional intelligence; experience working effectively in teams and cross-cultural settings;
  • Excellent time management and personal organization skills;
  • Comfortable working in a matrixed, integrated work environment;
  • Confident giving and receiving feedback in a direct, empathetic manner;
  • Ability to direct multiple long- and short-term activities simultaneously with minimal supervision;
  • Demonstrated success in working with local government and NGO stakeholders;
  • Broad capacity building and training experience;
  • Strong record of fostering new and effective partnerships on an international level including participation in technical advisory groups, international consultations, boards, etc.;
  • In-depth experience undertaking and supporting research, data collection, analysis and report and article writing;
  • Demonstrated ability and affinity for delivering technical assistance in developing countries;
  • Ability to develop and apply monitoring and evaluation plans to determine activity results and monitor impact.

Qualifications

  • Education: MPH, MS, or PhD or equivalent experience in nutrition, food security, public health, policy or related field;
  • Experience: Minimum of 15 years of experience in international public health programming with an emphasis on nutrition and/or food security, including extensive field experience providing technical assistance to USAID, governments, and implementing partners. (Or equivalent combination of education and experience.);
  • Language Skills: Excellent written and oral communication skills in English. Fluency in French, Spanish, or Portuguese desirable;
  • Travel Availability: Ability to undertake field travel (approximately 30%).
