Job Summary:

FHI 360 is currently recruiting for the position of Deputy Chief of Party, for an anticipated USAID-funded Leadership Activity in Burma. The project will provide leadership training centered around scholarships in the U.S. to improve technical skills (including but not limited to economic affairs), promote tolerance of diversity, and advance Burma’s self-reliance. Burmese nationals are especially encouraged to apply. This position is contingent on project funding.

The Deputy Chief of Party will support the Chief of Party in overseeing project implementation and will provide technical and management leadership to the overall project. S/he will represent the project to external stakeholders including government officials and donors and will supervise project staff to ensure that project activities are completed in a timely manner and are of high technical quality. The Deputy Chief of Party will manage Burma-based sub-grantees and ensure high technical quality and impact bearing deliverables. The Deputy Chief of Party will be based in Yangon and s/he must be willing to travel to other provinces as required.

Job Summary/Responsibilities:

  • Provide technical and management leadership, develop technical strategies and oversee the design and implementation of project activities in coordination with project technical experts.
  • Manage technical program staff focused on Scholarship recruitment and Alumni Engagement
  • Oversee the quality of all technical aspects of the project, including the management of participant outreach, recruitment, and selection, oversight of potential subgrantees, short-term consultants and monitoring and evaluation and grant making activities.
  • Manage the preparation and presentation of work plans, M&E plans, and all reports with the Chief of Party and project technical experts.
  • Establish relationships with key project stakeholders and manage donor and Government of Burma partnerships in collaboration with the Chief of Party.
  • Perform other duties assigned by the COP and represent the project in the absence of the COP.

Qualifications:

  • Bachelor's degree required in a relevant field; Master’s degree preferred;
  • Minimum 5-8 years of experience required in the design, management and implementation of international development and education projects.
  • Demonstrated experience with USG funded programs.
  • Demonstrated experience required in performance monitoring, tracking data quality, data management, and/or training in performance management topics;
  • Demonstrated ability to manage projects, consultants, set realistic priorities, and plan for
  • the successful implementation of programs required;
  • Demonstrated ability to work well with others and to develop and maintain compatibility among project staff, subcontractors, consultants, and recipients of assistance required.
  • Ability to perform internal control functions to manage day-to-day operations of the project.
  • Demonstrated interpersonal skills, creative problem solving, and ability to mentor staff required.
  • Shares FHI 360’s vision for supporting diversity and fostering participant inclusion.
  • Excellent written and oral communication skills in English and Burmese required.

Technology to be Used:

  • Personal Computer, Microsoft Office (i.e. Word, Excel, PowerPoint, etc.), e-mail, telephone, printer, calculator, copier, cell phones, PDAs and other hand held devices.

Travel Requirements:

  • Travel within Myanmar – 15-20%.
