Functional Relationships

This position reports directly to HKI’s Regional Food Fortification Program Manager (based in Dakar, Senegal), and will have a dotted line to HKI’s Global Communications department in the US. The Officer will also work closely with colleagues at all levels of the organization, particularly the Nutrition Director for Africa and the national food fortification program coordinators in Burkina Faso and Nigeria.

Outside HKI, the Officer will represent HKI to regional bodies, including the West African Health Organization (WAHO), Economic Community of West African States (ECOWAS) and the West African Economic and Monetary Union (UEMOA), and will work closely with partner agencies, government officials, and other private sector and civil society stakeholders.

HKI has a matrixed reporting structure that respects both the line management and authority within geographical hierarchies; and the accountability and oversight duties of subject matter experts and multi-country program managers wherever they are located. Regular communication and a spirit of teamwork among colleagues, both hierarchically and laterally, are essential to make this structure thrive.

Scope of Position

The successful candidate will have the opportunity to lead HKI’s regional advocacy, communications and social mobilization efforts in food fortification, particularly micronutrient fortification of bouillon in West Africa. S/he will work with staff of HKI and partner agencies to develop and implement a comprehensive strategy targeted at influencing officials of governments, private sector bouillon manufacturing industries, civil society and consumer associations, as well as other relevant stakeholders at national and regional levels to facilitate the development of regulatory standards for the manufacturing and micronutrient fortification of bouillon (i.e. condiments). This position will also provide trainings and guidance to HKI’s project teams, regarding responsible communication and knowledge management on HKI’s food fortification efforts in West Africa. The Officer will be responsible to ensure visibility to HKI’s regional food fortification work, particularly micronutrient fortification of bouillon.

The position will be based at the HKI Africa Regional Office in Dakar, Senegal, with work activities in Burkina Faso, Nigeria and Senegal, and travel to regional meetings, as needed.

Key Responsibilities

  • Develop and manage the implementation of HKI’s advocacy and communications strategy to facilitate developing national and regional regulatory standards for the manufacturing and micronutrient fortification of Bouillon;
  • Ensure that all program communications conform to HKI standards issued by the Global Communications department;
  • Coordinate regularly with colleagues in the Global Communications department to share tools and information and to maximize synergies;
  • Create and continuously update a list of relevant stakeholders (individuals and institutions) at national, regional and global levels and craft an approach for meaningful engagement with these stakeholders regarding the project;
  • Under the technical guidance of the Regional Program Manager, lead continuous advocacy with these stakeholders, particularly government officials and national fortification alliances in the project target countries (Burkina Faso, Senegal and Nigeria) and regional bodies (ECOWAS, WAHO and UEMOA) to create awareness and demand for revision, drafting and adoption of regulatory standards for the manufacturing and micronutrient fortification of bouillon in these countries; and a regional harmonized standard for West Africa;
  • Support HKI’s national food fortification coordinators to organize regular face to face and teleconference meetings of a Country Working Group, to be established in each of the target countries;
  • Provide expert input on communication needs into various formative studies to generate insights on bouillon consumption, salt intake, micronutrient deficiencies and bouillon fortification in target countries, and at regional level;
  • Using findings from these studies and other relevant information, support HKI to create appropriate, clear and targeted communication messages and materials (e.g. policy briefs, flyers, stickers, calendars) on regulatory standard development and fortification of bouillon for use with audience (stakeholders) at national and regional levels;
  • Lead the development of HKI’s protocol and talking points as well as identify appropriate delivery channels to respond to questions and media requests regarding standards development and micronutrient fortification of bouillon in West Africa;
  • Work with HKI staff to create and finalize a Question and Answer brief to bring clarity to already known questions and misperceptions on bouillon and salt consumption, as well as micronutrient fortification of bouillon;
  • Monitor web (including social media platforms) descriptions of HKI regarding this bouillon standard development and bouillon fortification work to provide responses and/or revision to contents, by ensuring HKI’s image and reputation is amplified in support of evidence based, proven, safe and cost-effective interventions;
  • Provide focused training to staff of HKI involved in micronutrient fortification project, to enable them to communicate effectively about the project;
  • Facilitate and support training of a group of journalists in the target countries and at the regional level regarding the safety and benefits of and micronutrient fortification of bouillon;
  • Work with other project staff to document interesting program findings, best practices and lessons learned and use this to develop content and articles to share with stakeholders through publication on media platforms, including newspapers, blogs, etc., especially at national and regional levels;
  • Identify and maintain a calendar of all key events and initiatives within target countries and in the region that can be used to raise awareness on development of regulatory standards and micronutrient fortification of bouillon;
  • Represent and advocate for HKI’s fortification work at these events and other appropriate global and regional meetings related to the program.

Qualifications & competencies

  • At least a master’s degree in, public relations, communications, Nutrition communication, business administration, marketing, or any social development field plus a minimum of five years’ experience in a similar role of public relations, advocacy and communication, or an equivalent combination of education and experience;
  • At least five years of experience in developing and maintaining productive relationships with senior officials of government, private sector, civil society organizations and consumer associations;
  • Strong interpersonal skills in dealing with external contacts and internal colleagues;
  • Ability to identify information needs of different stakeholders and tailor communications messages and contents to these needs, as well as identify appropriate channels to deliver these messages to elicit maximum understanding and influence;
  • Demonstrated experience in facilitating meetings of different stakeholders and in public speaking;
  • Ability to undertake field travel (approximately 30%);
  • Demonstrated effectiveness in planning and organization;
  • English and French fluency, both oral and written is required;
  • Knowledge of food fortification and nutrition policies and programs will be a plus.
