This post is located in the Human Trafficking and Migrant Smuggling Section (HTMSS), Organized Crime and Illicit Trafficking Branch (OCB), Division for Treaty Affairs (DTA). The incumbent will report to the Project Coordinator, GLO.ACT Asia and the Middle East, as First Reporting Officer and to the Chief of HTMSS as Second Reporting Officer.

Responsibilities

Within assigned authority, the Programme Management Officer will coordinate the implementation of the EU-funded “Global Action to prevent and address trafficking in persons and the smuggling of migrants-Asia and the Middle East” covering Afghanistan, Bangladesh, Iran, Iraq and Pakistan. The incumbent will work closely with the Project Coordinator, GLO.ACT Asia and Middle East, HTMSS and designated senior staff. The position may require significant travel (20%). The incumbent will perform the following specific duties:

  • Perform substantive organizational and coordination assignments for the implementation of GLO.ACT Asia and the Middle East project, monitor and analyze project implementation; review relevant documents and reports; identify problems and issues to be addressed and initiate corrective actions; liaise with relevant parties; ensure follow-up actions - with a view to ensure the quality of project delivery;
  • Coordinate budget-related activities for the project, in close consultation with the Project Coordinator and the support of the Programme Assistants/Finance Assistant, monitor expenditure levels and coordinate the preparation of related documents/reports (such as outlines of project workplans, costed budgets and progress reports);
  • Coordinate and monitor the design, roll out and effective implementation of the monitoring, evaluation and learning strategy for the project, including supervising external consultants, training team staff, and ensuring timely inputs for reporting to the donor as well as internal reports to UNODC;
  • Take the lead on the review and analysis of the project’s results-based management tools, including the logframe, indicators and the theory of change, with a view to ensuring that the programming within the project remains on-target;
  • Support the Project Coordinator in the assessment of priorities for programming in project countries, including in the review of draft reports;
  • Draft regular reports (annual report, flash reports and others) to the donor, including liaising with the project team in the field, as well as with the implementing partner to ensure timely and comprehensive submission of inputs;
  • Contribute to the effective mobilization of financial and human resources (recruitment of staff, consultants, contractors) including participating in recruitment processes, drafting terms of reference and supporting on-boarding and training of new team members;
  • Provide substantive, organizational and coordination support for the implementation of the workplans; participate in the conceptualization of project elements; prepare and coordinate concept papers and other substantive documents;
  • Participate in and facilitate coordination with the Section as well as coordination with other UNODC sections/units/divisions and field offices, in terms of administrative, financial and substantive project management;
  • Support the implementation of the project’s communication and visibility plan;
  • Communicate on a regular basis with government counterparts of the project’s countries including in HQ as well as in the field;
  • Prepare technical presentations on the project’s work at related national/ regional/international criminal justice and/or other events; make presentations on assigned topics/activities;
  • Draft of background papers, various strategy papers, guidance notes and other operational policy documents that would serve as a basis for the project’s activities in strengthening countries responses to trafficking in persons and migrant smuggling;
  • Travel to the project’s countries and region, when required, to support project implementation, deliver capacity building and hold consultations with national and regional counterparts;
  • Coordinate project evaluation; draft terms of reference for evaluations and coordinate and organise tripartite meetings and evaluations as necessary;
  • Perform other work-related duties as required.

Has knowledge of policies and practices in international criminal justice and crime prevention, as well as the mandates of the United Nations Office on Drugs and Crime. Has knowledge of and specialization in substantive and functional areas with very good research and analytical skills. Has knowledge and experience in various research methodologies and sources. Is able to apply sound judgement in the context of assignments given. Education

Advanced university degree (Master’s degree or equivalent) in law, political science, international relations, public administration or related area, is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of seven years of progressively responsible experience in programme management, programme development/implementation in thematic areas relevant to UNODC’s mandate or related fields is required.
  • Experience in project formulation, implementation, monitoring, evaluation and learning and exposure to international development cooperation is required.
  • Experience in crime prevention and criminal justice matters especially in relation to trafficking in persons and smuggling of migrants is required.
  • Experience in managing projects funded by the European Union is highly desirable.
  • Working experience with organizational management and processes is highly desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another United Nations official language is an advantage.
