Position Summary:

The Monitoring, Evaluation & Learning (MEL) Manager will be responsible for managing the monitoring, evaluation and learning activities, including developing and implementing the MEL framework, performance indicators, MEL tools, and data quality assurance processes to ensure the timeliness and validity of data entry and analysis and its effective use for decision making and project learning. The MEL Manager will oversee and coordinate the MEL initiatives of country offices under the Safe Migration in Central Asia Project by strengthening the capacity of project staff and subrecipients and providing technical support to their use of M&E strategies, plans, processes, and tools.

Key Responsibilities:

The MEL Manager will oversee the project’s MEL activities and data reporting requirements in Kazakhstan, the Kyrgyz Republic, Tajikistan, Turkmenistan, and Uzbekistan. S/he will also serve as the liaison and point of contact with external evaluation contractors. Specific responsibilities include but are not limited to:

  • Oversee all aspects of the performance measurement for the project, including day-to-day tracking, reporting on activities, and data quality assurance;
  • Draft and revise the project MEL plan and key performance indicators, including detailed indicator definitions and activity tracking tables;
  • Develop data collection tools and procedures, oversee the project database and reporting to USAID;
  • Collaborate with Country Coordinators, other staff and project partners on data collection, analysis, and ensure data is collected in a timely manner;
  • Participate in project monitoring through site visits, review of project reports, and analysis of performance monitoring and other data;
  • Lead data quality controls and verification procedures;
  • Ensure collection of data related to gender and social inclusion;
  • Foster a results-oriented and learning culture throughout the project to ensure that M&E data and learning are used by the project team to improve performance;
  • Contribute to the design of external project evaluation strategies;
  • Manage the M&E budget efficiently;
  • Participate in USAID Asia CTIP M&E Working Group;
  • Write quarterly MEL reports for review by the COP and support the reporting of project performance to the donor;
  • Guide and support staff and consultants at the country and regional level;
  • Contribute to strategic discussions on the project learnings; support work that establishes and maintains standards, guidelines and quality assurance mechanisms in MEL for counter-trafficking programs, and inputs into cross organizational learning in this area;
  • Work with the Communications Officer to ensure data and learnings are prepared for dissemination;
  • Collaborate and liaise with USAID and any external evaluators to design and carry out assessments or evaluations;
  • The MEL Manager will work in close cooperation with USAID Asia CTIP’s Monitoring and Evaluation point of contact to coordinate M&E efforts with the leader award;
  • Other duties as assigned.

Qualifications:

  • Advanced degree in economics, business, international relations, social science, political science, or related field;
  • Degree in statistics and or related specialized training preferred.

Work Experience:

  • A minimum of seven (7) years’ experience managing monitoring and evaluation, preferably in counter-trafficking, migration, and/or human rights programming;
  • Demonstrated experience in performance measurement, indicator selection and monitoring, and data collection/analysis;
  • Database management experience;
  • Proven skills in building capacities of staff and local organizations in Monitoring and Evaluation;
  • Demonstrated experience with quantitative and qualitative research methodologies;
  • Strong skills in developing and utilizing results frameworks, logical frameworks, or similar tools for project design, monitoring and evaluation;
  • Knowledge of USAID reporting requirements, including experience designing and implementing Monitoring and Evaluation Plans and working with external consultants for third party evaluations.

Skills:

  • Must be professionally proficient and fluent in written and spoken English, Russian and at least one Central Asia language;
  • Proficiency in word processing, spreadsheet (preferably Microsoft Access and Excel), and presentation software (Microsoft PowerPoint);
  • Proficiency in statistical applications (SPSS, SAS or STATA) or proven proficiency with open source big data analytics tools strongly desired.
