Job Summary

The Deputy Chief of Party-Food Security Technical Coordinator (DCoP-FSTC) manages and provides technical oversight of the development and implementation, ensuring effective systems and processes are in place supporting high-quality programming and advance CRS' work in serving the poor and vulnerable. The DCoP-FSTC will be charged with ensuring that all the technical sectors work together to create multiplier effects across and between sectors. The technical coordinator will also ensure that overall technical implementation quality remains consistent and high across all sub awardees and implementation locations in the award.

The DCoP-FSTC will report directly to the COP and be highly experienced in a broad spectrum of food security technical focus areas, with responsibility for establishing and managing systems to ensure cohesion across all technical sectors in the application. The DCoP-FSTC should also ensure technical interventions are integrated, layered and sequenced appropriately at all levels of implementation within the FFP activity, and USAID and RISE II investments.

Roles and Key Responsibilities

  • Manage key aspects of the development, implementation and consolidation of the Girma project to meet donor expectations in terms of timely and quality results and budget.
  • Contribute to ensuring the CRS and USAID program quality standards are adhered to per MEAL policy and procedures.
  • Contribute to ensuring coordination between program sectors and between program and operations teams.
  • Support the development of staffing plans and the recruitment process of senior staff. Effectively manage talent and supervise staff including coaching and mentoring. Strategically tailor individual development plans and complete performance assessments for direct reports.
  • Create and maintain proper conditions for learning. Establish a safe environment for sharing of ideas, solutions, and difficulties and the capacity to detect, analyze and respond quickly to deficiencies. Identify performance gaps and training opportunities for CRS and partner staff and recommend trainings and technical assistance.
  • Work closely with the Monitoring and Evaluation Lead and the Strategic Learning Lead to ensure that M&E and learning feedback loops are being properly fed into and utilized by the technical field staff.
  • Promote, uphold and model a commitment to the efficient use of agency and donor resources. Help ensure compliance with USAID grants, including financial tracking and oversight of partner budgets, finance, administration and reporting (both financial and narrative) to USAID.
  • Maintain relationships with key staff of other DFSA partner organizations and RISE II projects and support coordination and layering of activities.
  • Represent Girma with partners including government authorities and participate in relevant coordination and sector meetings, when needed.
  • Promote active participation of women, youth and people living with a disability in project implementation.
  • Serve as acting Chief of Party when necessary.
  • Manage and mitigate risk through monitoring national and regional issues that may impact staff and programming. Ensure all staff understand and adhere to CRS staff safety and security policies and plans and ensure the updating of such plans.

Education and Experience

  • Master's in international development, management, agriculture, nutrition, finance, economics or another relevant field.
  • At least 7 years of international project management experience; of which three (3) should be in managing resilience, agriculture-based and/or rural development interventions with gender and youth focus.
  • At least 3 years' experience in a similar environment i.e. conflict and harsh climatic conditions. Experience in the Sahel is preferred.
  • Prior experience managing USAID-funded multi-sectoral assistance projects of a similar size and scope (US$ 15M and above) in developing countries.
  • Demonstrated experience developing and ensuring quality control for technically rigorous food security integration and collaboration.
  • Demonstrated ability to build and maintain relationships with host governments, donors, other donor-funded projects and stakeholders, local organizations, and partners.
  • Experience managing programmatic and financial reporting requirements.
  • Experience with USAID rules, regulations and requirements is preferred.
  • Excellent verbal and written communication skills in English and French.
  • Strong computer literacy with a full knowledge of office applications.
  • Required Languages: French and English fluency, including excellent oral and written skills, required.
  • Travel: 50% to field locations.
