Project Summary:

Creative Associates seeks a Gender Advisor for the upcoming five-year, multi-million-dollar USAID-funded Accessible and Quality Basic Education Activity (AQBE) in Afghanistan. Enrolling more male and female children in school is one of the Ministry of Education's (MoE) highest priorities given that 3.7 million children are currently out of school, the majority of whom are female. Over the next five years, the MoE aims to increase enrollment while strengthening education quality, especially for poor and disadvantaged children in rural areas through community-based education, formal schools, and affordable private schools.

Position Summary:

The Gender Advisor provides overall technical expertise and guidance on ensuring that the project is implemented in a way that will seek to correct the gender gap in education and ensure that all students have access to and receive a quality education. S/he will be responsible for providing technical leadership to ensure women and girls and other disadvantaged youth are able to participate in and benefit from project activities, as well as the equitable engagement of boys and girls in the classroom.

Reporting and Supervision:

The Gender Advisor reports to the Deputy Chief of Party – Programs.

Primary Responsibilities:

  • Work with the Senior Gender Advisor in HQ to analyze and barriers to educational access and participation of children and youth, with a focus on girls;
  • Develop, cost out and oversee the implementation of demand and supply side activities to overcome these barriers;
  • Develop, introduce and ensure gender and inclusivity standards are used consistently throughout all aspects of the project by the team and partners;
  • Provide training and technical support to the team and partners as necessary for the preparation, roll-out and implementation of project activities;
  • Design and implement the project’s gender analysis and gender strategy in accordance with Creative’s templates and U.S. Government policies and gender and inclusion directives;
  • Ensure that staff have the skills and motivation to ensure the inclusion of women and girls and marginalized groups in project activities;
  • Support staff in undertaking these activities so that they produce the desired outcomes and review results;
  • Ensure that project activities reinforce, and incorporate appropriate strategies to support, the equitable engagement and learning outcomes of all boys and girls in the classroom;
  • Coordinate with HQ, technical teams and implementing partners on the cross-cutting integration of gender to ensure interventions are conducted in a way that is gender sensitive and socially inclusive, local ownership, sustainability, flexibility of scale, partnering and coordination, and cultural and geographic considerations are promoted and adhered to throughout the project;
  • Liaise with relevant key stakeholders, including the MoE, to ensure practices and policies support those of the MOE and to share lessons learned and best practices from the project; and
  • Collaborate with the Monitoring and Evaluation (M&E) team to ensure coherence between M&E approaches to successfully monitor program progress, provide on-going analysis, necessary corrective action and create a culture of learning within the program.

Required Skills and Qualifications:

  • Minimum of a master’s degree in gender studies, education, international development, or a related field;
  • At least eight (8) years of experience managing and implementing education, gender, and/or inclusive education programs;
  • Experience and facility with analyzing and addressing gender barriers to educational access and participation and developing gender strategies; and
  • Strong communication skills; fluency in Dari and Pashto required and advanced knowledge of spoken and written English highly desired; and
  • Experience with USAID funded projects is highly desired.
