Position Summary:

MSI is seeking a Deputy Chief of Party (DCOP) to oversee and coordinate all technical aspects of the activity. They will provide expertise to ensure effective implementation of all project activities. This will be a full-time position based in Kinshasa, DRC, and reports to the Chief of Party. Please note this position is contingent upon funding and USAID approval.

Responsibilities:

The Deputy Chief of Party will support the Chief of Party in providing overall guidance and direction for the project, specifically:

  • Provide technical management of all component activities (in complementarity with the Chief of Party) and ensure appropriate collaboration between project component teams;
  • Supervise and manage field technical staff, as well as partner organizations, subcontractors and expert consultants to achieve relevant project goals and targets;
  • Lead coordination and develop working-level relationships with GDRC stakeholders, beneficiaries and partners;
  • Oversee work planning, performance management, data collection, quality assurance, budgetary control, and responsiveness of technical assistance to ensure compliance with USAID regulations;
  • Oversee development and drafting of all technical deliverables and project reports to ensure timely submission;
  • Oversee quality monitoring and evaluation of program to ensure that impact and success is tracked, and that challenges and lessons learned are documented and shared through reporting as required;
  • Report directly to the Chief of Party on the implementation of component activities and provide progress reports as required;
  • Serve as Acting Chief of Party in their absence both in terms of internal management and external representation to project stakeholders and USAID.

Qualifications:

  • Advanced degree in law, court administration, public administration, political science, international development or related field;
  • Eight (8) years of professional experience implementing donor-funded projects in rule of law, judicial reform, or anti-corruption in Francophone Africa, including five (5) years of Component Leader or Deputy Chief of Party experience (or comparable roles); DRC experience preferred;
  • Demonstrated capability to develop solid working relationships with a broad range of government and judicial institutions, justice sector stakeholders and civil society partners;
  • Experience and technical knowledge in one or more of the anticipated programmatic areas:
    • judicial reform;
    • access to justice;
    • civil society oversight and accountability.
  • Experience with institutional development or organizational capacity-building of justice sector institutions and/or anticorruption agencies strongly preferred;
  • Competency with data collection and analysis, specifically pertaining to justice needs and institutional performance;
  • Prior experience supervising large teams on complex donor-funded projects of similar size and scope; previous experience on USAID projects preferred;
  • Fluency and proficiency in written and spoken French and English required.
