World Learning seeks a Program Coordinator to play a vital role in the KRG region of Iraq (including Erbil, Sulaymaniah, Kirkuk, Duhuk, and Mosul) in the management of the Iraqi Young Leaders Exchange Program (IYLEP) portfolio for high school and undergraduate students. The Iraqi field staff member is a professional, part-time position that requires excellent organizational, logistical, and interpersonal skills, as well as the ability to work effectively with diverse teams as this position actively engages with other IYLEP staff members and external audiences such as the U.S. Embassy Baghdad and U.S. Consulate Erbil.

Responsibilities

Grants Management

  • Ensure that U.S. Embassy/Consulate guidelines are followed and deliverables are met;
  • Support the design and development of grant proposals, in response to renewal and new funding opportunities for Iraq;
  • Support the standardization and development of the IYLEP portfolio.

People Management and Supervision

  • Work collaboratively on a team including Manager, Program Officers, Program Assistants, Alumni Advisors, and Program Facilitators;
  • Supervise, train, and monitor a Program Assistant and Alumni Volunteers;
  • Serve as the in-country point of contact for participants, parents of participants, U.S. Embassy/Consulate, and alumni;
  • Guarantee that program participants receive the necessary forms required by World Learning, the U.S. Embassy and ECA and collecting the forms in a timely manner;
  • Establish relationships and strengthen ties with institutions and stakeholders in the region;
  • Participate in management training sessions.

Budgeting and Financial

  • Comply with World Learning financial systems, policies, and procedures;
  • Submit monthly detailed expense reports with backup receipts and invoices, as well as monthly advances in a timely manner;
  • Participate in regular finance trainings.

Program Design and Management

  • Lead the recruitment and selection of IYLEP participants in the KRG region, in consultation with the World Learning staff team, US Consulate Erbil, and U.S. Embassy Baghdad;
  • Interview short-listed candidates using application procedures developed by World Learning and in consultation with the U.S. Embassy/Consulate;
  • Implement Pre-Departure Orientation meetings for IYLEP using materials and handouts developed by the World Learning DC Team;
  • Implement alumni programming activities, such as regional and national reunion conferences;
  • Promote the IYLEP program;
  • Participate in training activities for program administration.

Scope of Services for the Iraq ELITES project

  • Coordinate regional recruitment, participant selection, and registration efforts during the recruiting stage;
  • Participate in meetings as scheduled and requested by the country manager;
  • Provide follow-up to participant engagement during the project;
  • Provide participants progress reports as requested by country manager;
  • Participate in report elaboration processes.

Administrative and Logistical Support

  • Notify World Learning of student visa approvals and handling issues that arise with student visas;
  • Support in-country logistics for interviews, Pre-Departure Orientations, and Reunion Conferences;
  • Assist in arranging travel between Iraq and Istanbul, as well as logistics coordination in Istanbul; and
  • Submit monthly reports on program and alumni activities to the World Learning DC office.

Requirements

  • Bachelor’s Degree with four years of related work experience or a Master’s Degree plus two years of related work experience;
  • Understanding of experiential education and youth empowerment pedagogies, with demonstrated examples of incorporating these pedagogies in professional work;
  • Experience with international programs, event management, or youth programming;
  • Excellent written and verbal communication skills in the English language, with understanding of social media as a professional tool to enhance visibility;
  • Fluency in Kurdish and Arabic;
  • Computer proficient, i.e. comfortable with Microsoft Office suite (Word, Excel, PowerPoint et al), cloud-based document management, and online project management tools;
  • Knowledge of and experience with proposal development, project design, grant management, and budgeting;
  • Team-oriented and collaborative work style, while skilled in managing independent tasks and deadlines;
  • Creative problem-solver and adaptable, with strong attention to detail;
  • International residence or international travel experience, with demonstrated cross-cultural competencies;
  • Demonstrated ability to manage multiple tasks simultaneously, coordinate activities in multiple locations (Iraq and overseas), and to prioritize competing tasks;
  • Willingness to work outside of regular business hours as needed during high travel season; and
  • Knowledge of USG procurement policies and grant management desired.
