World Learning is a leading international non-profit organization advancing education, systems strengthening, and inclusive development through programming around the world. We are seeking an experienced Chief of Party (CoP) for the anticipated USAID Uzbekistan All Children Succeeding Activity. The Activity will focus on improving the learning outcomes of Uzbekistani primary school students. To achieve this, the activity will strengthen the capacity of education sector systems to provide quality learning environments with the instruction, materials and support that children need while they are in school, at home, or in the community. Equity and inclusion will serve as core principles of this activity; therefore, interventions will work to address the learning needs of children with disabilities and integrate Universal Design for Learning principles to ensure that approaches reach and support all children.

The Chief of Party provides overall technical and administrative leadership and expertise, and serves as the primary liaison with USAID on management and technical matters. They will be responsible for administering and managing the implementation of the activity and has the overall responsibility for assuring that all assistance provided is technically sound and appropriate to meet activity objectives. They must be responsible for all aspects of coordination and communication, including with the Government of Uzbekistan, other donors, universities, the civil society sector, and other potential implementing partners. They will supervise the work of all organizations (sub-awardees) and individuals engaged under the activity.

Recruitment is contingent upon successful award of the project.

Responsibilities

• Provide overall leadership, management, and strategic direction for the program;
• In conjunction with USAID and World Learning HQ, determine annual priorities, develop work plans, and ensure program responds to changing conditions and operating environments;
• Oversee program administration, implementation, and fiscal management to ensure financial activity aligns with budget allocations, internal policies, and USAID regulations;
• Oversee and monitor quality of all program activities, and ensure reports, work plans, and other program deliverables are timely and of high quality;
• Serve as overall communications/liaison with the donor, implementing partners, and key stakeholders including government representatives of Uzbekistan;
• Report regularly to World Learning HQ, providing timely updates of all situational, security, and program developments;
• Manage and supervise team of local and international staff and consultants;
• Represent World Learning at conferences, working groups, and meetings;
• Other responsibilities as assigned.

Requirements

• A Master’s degree in a field relevant to this Activity, or alternatively 10 years of experience in a relevant field in lieu of a Master’s degree;
• 10+ years of experience in foundational education in pre-service and/or in-service teacher education or curriculum reform, or similar/relevant contexts;
• Experience in managing USAID projects with budgets in $25 million - $50 million range;
• Ability to advise host country contacts at the ministerial level, and create and maintain effective working relations with international and local stakeholders, NGOs, local partners, and U.S. Government Agencies;
• Good understanding of local context, with previous resident work experience in Uzbekistan or the region strongly preferred;
• Excellent communication and diplomatic skills, with a professional level of verbal and written fluency in English required and Uzbek or Russian preferred;
• Commitment to inclusive programming that encourages full participation of individuals regardless of gender, disability status, ethnicity, religion, or other marginalized status.
