This position is located in the United Nations Counter-Terrorism Centre (UNCCT) within the Office for Counter-Terrorism (UNOCT), located in Madrid. The Programme Officer will serve within the Unit on Countering Terrorist Use of Weapons, in UNCCT’s Pillar II Section, and will report to the Head of the Unit, under the overall supervision of the Chief of the Section. The focus of this job is the implementation of the Programme on Preventing and Responding to Weapons of Mass Destruction (WMD)/Chemical, Biological, Radiological and Nuclear (CBRN) Terrorism, with a special focus on the project on Supporting the universalization and effective implementation of the International Convention for the Suppression of Acts of Nuclear Terrorism and the counter-Terrorism (CT) CBRN Training Portfolio, as well as the operations and other activities in the assigned functional areas.

The Office of Counter-Terrorism (OCT) was established by the General Assembly in June 2017. The Office has five main functions: (a) provide leadership on the General Assembly counter-terrorism mandates across the United Nations System; (b) enhance coordination and coherence across the United Nations Global Counter-Terrorism Coordination Compact Task Force entities to ensure the balanced implementation of the four pillars of the United Nations Counter-Terrorism Strategy ; (c) strengthen the delivery of United Nations counter-terrorism capacity-building assistance to Member States; (d) improve visibility, advocacy and resource mobilization for United Nations counter-terrorism efforts; and (e) ensure that due priority is given to counter-terrorism across the United Nations System and that the important work on preventing violent extremism is firmly rooted in the Strategy.

Responsibilities

Within delegated authority, the Programme Management Officer will be responsible for the following duties:

  • Participates in the development, implementation and coordination of assigned WMD/CBRN CT programmes/projects, etc.; analyzes, monitors and evaluates. programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
  • Provides technical assistance and substantive advice to Member States on issues related to WMD/CBRN CT.
  • Performs consulting assignments, in collaboration with Member States, International Organizations, and UN entities, in particular the European Union CBRN Centres of Excellence, the Global Initiative to Combat Nuclear Terrorism, the International Atomic Energy Agency, INTERPOL, the United Nations Interregional Crime and Justice Research Institute, the United Nations Office for Disarmament Affairs, the United Nations Office on Drugs and Crime, the United Nations Security Council 1540 Committee, the World Customs Organization and the World Health Organization, by planning capacity building workshops and high level meetings.
  • Researches, analyzes and presents information gathered from diverse sources.
  • Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies, in particular joint research with international organizations.
  • Provides substantive inputs to SG reports, USG/Senior Management statements and talking points on issues related to CBRN/WMD CT.
  • Undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
  • Prepares and reviews various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
  • Provides substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Undertakes outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
  • Participates in or leads field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
  • Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
  • Performs other duties as required.

Education

  • Advanced university degree (Master’s degree or equivalent) in law, international relations, political science, business administration, management, economics or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

  • A minimum of five years of progressively responsible experience in project or programme management administration or related area is required.
  • Experience managing programmes and/or projects in the field of WMD/CBRN terrorism prevention and response is required.
  • Experience in developing and implementing capacity building projects in counter-terrorism matters is required.
  • Experience in monitoring and evaluation is desirable.

Languages

  • English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required. Knowledge of another official United Nations language is desirable.
