Project Director, Inclusive Development Activity for Mission Support (IDAMS)

Making Cents International is looking for a Project Director with at least 12 years' technical and management experience to lead the Inclusive Development Activity for Mission Support (IDAMS) Task Order. IDAMS is a large-scale USAID-funded global activity focused on supporting USAID Missions and Operating Units (OUs) to better engage and support marginalized groups (i.e., women, youth, children in adversity and their families, older persons, persons with disabilities, LGBTQI+ people, displaced persons, migrants, Indigenous Peoples, non-dominant religious groups, non-dominant racial and ethnic groups, people in lower castes, and persons with unmet mental health needs) in the development of their communities and countries.
The Project Director is responsible for leading a collaborative team to implement activities that contribute to project strategic goals and ensure high-quality and timely deliverables. The position will apply strong supervisory and coaching skills to oversee staff and will organize and direct the development of work plans, budgets, and reports. The Project Director will foster excellent working relationships with IDAMS partners and subcontractors. They will develop and maintain a strong network of relationships with clients, industry partners, and international development practitioners.
Duties and Responsibilities:
Technical Leadership
- Provide technical oversight on inclusive development working with marginalized groups;
- Lead project activities aimed at increasing USAID’s capacity to pursue an inclusive development approach; reducing the barriers to developing and managing inclusive development projects; and expanding the general knowledge base of programming for marginalized groups;
- Direct IDAMS monitoring, research, and evaluation activities;
- Oversee knowledge management activities, such as the Inclusive Development Knowledge Center;
- Lead the planning and delivery of various technical assistance activities including analyses to further inclusive development, and monitoring, evaluation, and focused research on inclusive development.
Project Delivery
- Lead IDAMS technical and management support, developing and reviewing annual workplans, performance monitoring plans, programmatic reports, and deliverables;
- Serve as primary client liaison; ensure timely submission of high-quality reports and deliverables;
- Oversee budget management, support financial reporting requirements in coordination with the IDAMS Operations Director;
- Oversee partnerships including supervising and monitoring performance of subcontractors and consultants;
- Supervise senior project staff; attract and maintain high quality, motivated, and professional project teams; support recruitment, onboarding and training; monitor staff performance and serve as a mentor;
- Develop strong partnerships across Making Cents to ensure efficient operations that support effective program implementation.
Corporate Responsibilities
- Liaise with internal stakeholders across programs and support units to share information, identify areas to leverage expertise and learning, and promote innovative program development and management;
- Build and maintain relationships with external and IDAMS partners to enhance their understanding of Making Cents program standards and strategies; manage relationships with external partners;
- Represent Making Cents at meetings, conferences, etc., relevant to portfolio, and disseminate information as related to IDAMS.
Required Experience, Certifications and Education:
- A Masters’ degree or higher in international development, education, social development, international affairs, international relations, political science, public policy, public administration, monitoring and evaluation, or a related field. Ph.D. preferred;
- A minimum of 12 years' relevant work experience; two years of supervisory experience;
- Excellent interpersonal and communication skills, written and oral fluency in English;
- Knowledge and experience in an area related to inclusive development (i.e., women, youth, children in adversity and their families, older persons, persons with disabilities, LGBTQI+ people, displaced persons, migrants, Indigenous Peoples, non-dominant religious groups, non-dominant racial and ethnic groups, people in lower castes, and persons with unmet mental health needs).
Preferred Experience, Certifications and Education:
- Experience in or familiarity with advocacy approaches related to programs for marginalized communities;
- Experienced in leading complex projects;
- Strong communication and leadership skills;
- Background in international development, particularly program design, evaluation, and learning;
- Highly skilled in team management and supervision;
- Experienced in developing work plans and managing staff and consultants to implement the plans;
- Proficient in another language such as Arabic, Spanish, or French;
- Experienced working with USG-supported projects and familiar with FAR and AIDAR.
Physical Requirements:
- Regular travel, including international travel;
- Prolonged periods of sitting at a desk and working on a computer.
