Project Overview and Role

Trade Reform and Development in Egypt (TRADE) is a USAID funded project whose objective is to increase Egypt’s international trade by increasing exports from small and medium-sized enterprises (SMEs) in the activity’s “selected sectors”; Engineering Products, Food Processing, Home textiles, Ready Made Garments, Chemicals, Printing and Packaging, and Building Materials.

The TRADE Activity will achieve the following three Results:

  • Enhanced Export Capacity of SMEs, in particular New and Expanding Export- Ready Enterprises (NEEREs) in the Selected Sectors;
  • Strengthened Public and Private Trade-Support Institutions (e.g., Trade Associations, Export Councils, etc.); and
  • Improved Trade and Investment Policy, Regulatory and Institutional Environment.

TRADE is seeking to hire a short-term consultant to provide consultancy services to build the institutional capacity of selected partner TSIs.

Primary Duties and Responsibilities

Assignment Background:

In continuation of the efforts of Result 2 in strengthening the institutional capacity of partner Trade Support Institutions (TSIs) and considering the previous efforts of developing the export readiness test (ERT), the consultant is expected to expand the introduction of the ERT to additional TSIs and digitalizing the tool for broader usage across different TSIs. This entails several crucial aspects, including identifying the most effective mechanisms and channels to deliver this service, with a particular emphasis on leveraging digital platforms. The consultant will be asked to make recommendations regarding the most optimal strategies to promote the utilization of the service by both TSI members and non-members. Furthermore, this will involve defining how the ERT will be integrated into the client management systems of each TSI, along with establishing clear guidelines for data processing, utilization, and analysis of the information gathered.

Another significant area that will contribute to the further enhancement of institutional capacity within various TSIs is supporting the implementation of customized Strategic Plans and Result Measurement Systems (RMS) in selected TSIs. The consultant is expected to engage with each TSI to assist them in developing the essential components of their tailored RMS. This shall involve identifying specific reporting and analysis needs, defining an appropriate framework of indicators that aligns with their objectives, determining the primary sources of information required for measurement, and establishing the key reporting outputs that will effectively capture and communicate the results achieved.

Lastly, the consultant shall provide support to Result 2 Team in revising and finalizing the Standard Operating Procedures (SOPs), guidelines, and service delivery manuals for selected TSIs. These documents will cover a range of areas, including CRM, ERT, RMS, and the organization of TSI's export promotion services, such as Trade Exhibitions, Missions, and B2B match making activities. The consultant shall ensure that the SOPs and guidelines are comprehensive, up-to-date, and reflect best practices, thereby enabling TSIs to enhance their service delivery and overall effectiveness.

Activities:

The consultant will work with TRADE to undertake the following activities:

  • Collaborate with CRM Expert to implement Export Readiness Test (ERT) in selected TSIs;
  • Identify best mechanisms and channels, including digital channels, for delivering ERT service;
  • Recommend mechanisms to promote ERT utilization by TSI members and non-members;
  • Define TSI management of ERT tool within their client management systems;
  • Define data processing, utilization, and analysis of ERT information;
  • Support implementation of customized Result Measurement Systems (RMS) in selected TSIs;
  • Consult and assist TSIs in developing customized RMS elements, this shall include identifying main sources of information for the RMS, identifying main reporting and analysis needs of TSIs for RMS implementation, and defining a framework of indicators aligned with TSIs' objectives;
  • Support revision and finalization of SOPs, guidelines, and service delivery manuals for selected TSIs with focus on CRM, ERT, RMS, and export promotion services (Trade Exhibitions, Missions, B2B Events, etc.).

Deliverables:

  • Deliverable 1: ERT Analysis and Recommendations Report:
    • Identification of mechanisms and channels for delivering the Export Readiness Test (ERT) service, including digital channels;
    • Recommendations for promoting ERT utilization by TSI members and non-members;
    • Definition of TSI management of the ERT tool within their client management systems;
    • Guidelines for data processing, utilization, and analysis of ERT information.
  • Deliverable 2: Customized Result Measurement Systems (RMS) meetings/workshops:
    • Deliver a set of meetings/workshops with selected TSIs to develop the main elements of their customized system; the discussion shall include identification of their main reporting and analysis needs; the definition of their framework of indicators; the identification of their main sources of information; and the definition of their main reporting outputs.
  • Deliverable 3: Revised SOPs, Guidelines, and Manuals:
    • Deliver revised and finalized Standard Operating Procedures (SOPs), guidelines, and service delivery manuals for selected TSIs. Specifically, revisions for CRM, ERT, RMS, and export promotion services (Trade Exhibitions, Missions, B2B matchmaking activities, etc.).

Required Qualifications

  • 20+ years of international best practice experience in trade support institutions management;
  • Extensive track record in institutional development and strategy development of trade promotion and business support organizations;
  • International experience in organizational assessment, economic and market analysis, business development and international development assistance for trade support institutions;
  • Wide expertise in international marketing and trade;
  • Hands-on experience establishing and directing organizational operation at country and regional levels;
  • Excellent planning, organizational, and English writing skills.
