Chemonics International seeks a Chief of Party (COP) for the anticipated USAID-funded Syria Economic Enabling Environments in Non-Regime Areas project. The project will seek to achieve accelerated inclusive economic recovery through an improved enabling environment for private sector growth, expanded investment in key economic sectors, and increased access to high-quality, secure income-earning opportunities. The Economic Enabling Environment activity (EEE) aims at creating a transparent and efficient economic governance ecosystem.

The Chief of Party (COP) is responsible for leading all aspects of contract performance, providing technical guidance to all tasks under the contract, and representing the project’s activities as a whole to outside audiences. The COP is responsible for leading the strategic planning of the project, including annual work plans; ensuring close coordination with the USAID COR and program partners in the private sector, business associations, universities, and donor communities; ensuring close collaboration and teamwork; and for the day-to-day operational oversight and administration of the project. This position will be based remotely outside of Syria, but the location has not yet been determined.

Responsibilities:

  • Provide direction, oversight, and management of implementation of program activities in compliance with USAID regulations and Chemonics policies and procedures;
  • Serve as the primary liaison with USAID and the Chemonics home office on strategic and technical matters;
  • Supervise the core management team and day-to-day operations;
  • Establish an inclusive office environment that encourages integrity, honesty, open communications, and commitment to compliance with local laws, USAID rules and regulations, and Chemonics’ policies and procedures.
  • Manage relationships with Syrian stakeholders;
  • Identify issues and risks related to project implementation in a timely manner, suggesting appropriate adjustments;
  • Communicate program vision, activities, and successes to diverse audiences;
  • Ensure timely submission of project deliverables.

Qualifications:

  • Graduate degree or equivalent in areas related to economics, public finance, business administration, international development or combined work and education experience in a related field
  • A minimum of 7 years of experience (within the last 15 years) at a senior level on a successful project(s), preferably in USAID-funded projects, similar in scope and scale to Syria Economic Environments, with experience in private sector growth, investments, and market systems development approaches, macro-economics policy design, implementation, evaluation and analysis, and other relevant topics.
  • Ability to scope and plan interventions in response to changing contexts and conditions, in close coordination with USAID
  • Proven record of building teams and fostering collaboration with diverse stakeholders to achieve project goals, meet project milestones, and produce quality project results under challenging and nonpermissive environments
  • Ability to engage and build and maintain relationships with a variety of stakeholders in a manner respectful of local culture and customs
  • Demonstrated leadership, versatility, and integrity
  • Strong interpersonal, managerial, and written communication skills
  • Must possess language skills at the following Foreign Services Institute proficiency level or equivalent: English Level IV; Arabic is preferred but not required
