Under the USAID/Georgia Collaborating, Capacity, Learning, and Adapting (CCLA) Activity, USAID has requested support for a broad range of data generation and synthesis, collaborating, learning, and adaptation (CLA), capacity strengthening, and organizational development services that will support the achievement of USAID’s development objectives. The purpose of this activity is to enable data-driven decision-making; institutional capacity development; and evidence-based CLA within and amongst USAID/Georgia and its implementing and strategic partners to improve program management and development impact in Georgia.

This position is contingent upon winning a contract award.

Role and Tasks

The Chief of Party will be responsible for the strategic vision, technical leadership, and overall management of the CCLA Activity. They must work collaboratively with USAID Mission staff, implementing partners, and other stakeholders to provide fast, flexible, robust, and rigorous services across monitoring, evaluation, and learning (MEL), CLA, capacity strengthening, and organizational development services.

The Chief of Party will be responsible for the following tasks:

  • Liaising with relevant USAID and implementing partner staff and other stakeholders to develop strong relationships in support of the CCLA Activity;
  • Providing technical and managerial leadership to the Activity;
  • Developing and executing the Activity work plan and MEL plan;
  • Establishing and implementing systems to ensure technical excellence and timeliness of all deliverables;
  • Ensuring compliance with all USG regulations and headquarters operating procedures;
  • Working closely with headquarters and subcontractor staff to ensure effective operations;
  • Overseeing human and institutional capacity development support;
  • Supervising 3-4 senior staff members and providing indirect supervision of all Activity staff and consultants, including oversight of a Young Development Professionals program;
  • Mentoring staff and creating a collaborative and learning-oriented team culture across tasks.

Required Qualifications

  • PhD with at least 8 years of experience, Master's degree with at least 12 years of experience, or Bachelor's degree with at least 15 years of experience.
  • Experience living and working in Georgia or the region. Resident of Georgia preferred.
  • Demonstrated excellent communications skills in English; additional Georgian language skills preferred.
  • At least five years of senior management and supervisory experience.
  • Demonstrated experience managing complex activities coordinating the work of multiple teams for a shared objective.
  • Demonstrated experience fostering excellent client relationships with donors/clients.
  • Excellent understanding of MEL and CLA approaches, methods, and quality assurance processes. Experience with the USAID Program Cycle a significant asset. Prior experience with capacity strengthening and/or OD preferred.
  • Understanding of problem-driven iterative adaptation and/or human centered design approaches.
